Ուղերձում ասված է.
«Սիրելի՛ ուսանողներ, նոյեմբերի 17-ին աշխարհի բազմաթիվ երկրներում նշվում է Ուսանողության միջազգային օրը, ինչը հերթական անգամ հնարավորություն է ընձեռում մեկ անգամ ևս կարևորելու այն դերը, որ ուսանող երիտասարդությունն ունի ցանկացած երկրի զարգացման ու ապագայի կերտման գործում: Մեր պարագայում այս հանգամանքն առավել քան կարևորված է, քանզի կրթված ու բանիմաց հայ երիտասարդները մեր երկրի ու մայրաքաղաքի ամենաթանկ կապիտալն են:
Ցանկացած ծրագրում երիտասարդների գործուն մասնակցությունը լավագույն երաշխիքն է, որ այն կյանքի կկոչվի առավելագույն արդյունավետությամբ: Այդպիսով ապահովվում է նաև շարունակական կայուն զարգացումն ու հզորացումը, ինչը յուրաքանչյուր հասարակության հիմնանպատակների շարքում առաջնայիններից է: Ըստ այդմ կհորդորեմ, որ առավելագույն արդյունավետությամբ տնօրինեք այն ժամանակը, որը տրված է սովորելու, գիտության և արվեստի բնագավառում նորը բացահայտելու, համարձակ նախաձեռնություններով հանդես գալու համար:
Միշտ հիշեք, որ սեփական ուժերի նկատմամբ հավատը, աշխատասիրությունը, համարձակ ծրագրերը կյանքի կոչելու ձեր մղումն ու պատրաստակամությունը մեր առաջընթացի հիմքն են: Ու ես վստահ եմ, որ դուք ձեր անկոտրում կամքով ընդունակ եք հաղթահարելու ցանկացած դժվարություն՝ միահամուռ ուժերով մեր երկիրը դարձնելու այնպիսին, ինչպիսին երազում ենք տեսնել յուրաքանչյուրս:
