Ավելի բարձրացնել վիճակախաղերի տուրքը․ Մանե Թանդիլյանը հարկային փոփոխությունների առաջարկներ է ներկայացրել
SOCIETYԿառավարության կողմից ներկայացված Հարկային օրենսգրքի և հարակից օրենքների փոփոխությունների փաթեթը ցավոք չունի տնտեսական հեղափոխության համար անհրաժեշտ նախադրյալները և այն ընդամենը փոքր հնարավորություն է տալու ունենալ որոշակի դրական տեղաշարժեր տնտեսության մեջ: Այս մասին ֆեյսբուքյան իր էջում գրել է ԱԺ ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ, «Լուսավոր Հայաստան» խմբակցության պատգամավոր Մանե Թանդիլյանը՝ ներկայացնելով Հարկային օրենսգրքի փաթեթում փոփոխությունների առաջարկներ։
«Կարևորելով ամբողջովին նոր Հարկային օրենսգրքի ընդունման անհրաժեշտությունը, պետք է արձանագրել, որ ներկայացված նախագծում առկա են որոշ դրական փոփոխություններ, սակայն առկա են նաև մտահոգիչ դրույթներ, որոնք լրացուցիչ խնդիրներ են ստեղծելու տնտեսության համար:
• Միկրոձեռնարկատիրական համակարգի տարածում Երևանում առևտրով զբաղվողների վրա, որը որպես բացառություն է նշված նախագծով:
• Հանրային սննդի ոլորտի կողմից այլ գործունեությամբ զբաղվելու դեպքում 20% հարկի չեղարկում՝ այլ գործունեությունը հանրային սննդի փաստացի գործունեության վայրում իրականացնելու դեպքում:
• Ակցիազային հարկի տարեկան 4% բարձրացման վերացում, որը բերելու է մի շարք ապրանքների գների բարձրացման:
• Գինեգործության ոլորտի խրախուսման նպատակով՝ գինու ակցիզային հարկի կիսով չափ կրճատում:
• Ֆինանսական ոլորտի ներկայացուցիչների պետական տուրքի բարձրացման քննարկում նախագծի շրջանակներից դուրս` որպես ԿԲ նախաձեռնություն:
Վերոնշյալ առաջարկների արդյունքում բյուջետային հնարավոր կորուստների ծածկման համար առաջարկում եմ դիտարկել՝
- Անշարժ գույքի հարկի որոշակի ավելացում 40 մլն դրամից ավել կադաստրային արժեք ունեցող գույքերի համար:
- Վիճակախաղերի, շահումով խաղերի պետական տուրքի ավելի բարձրացում առաջարկվող 20%-ի փոխարեն:
Այս առաջարկների ընդունումը հնարավորություն կտա առանց էական խոչընդոտների որոշակի ակտիվություն ապահովել տնտեսությունում՝ չվնասելով բյուջետային եկամուտների հավաքագրմանը:
Միևնույն ժամանակ, անհրաժեշտ է արդեն այսօր ակտիվորեն սկսելով նոր Հարկային օրենսգրքի մշակումը, առանց որի անհնար է ակնկալել լուրջ տնտեսական զարգացում»,- ասված է պատգամավորի գրառման մեջ:
