«Սպայկայի» «սպայկան». ի՞նչ սպասել ապագայում

Երեկ Երևանի ընդհանուր իրավասության դատարանը բավարարել է Պետական եկամուտների կոմիտեի միջնորդությունը՝ «Սպայկա» ընկերության տնօրեն Դավիթ Ղազարյանի նկատմամբ խափանման միջոց ընտրելով կալանավորումը: Նրան մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 205-րդ հոդվածի 2-րդ մասով՝ ավելի քան 7 մլրդ դրամի մաքսատուրք և հարկ վճարելուց խուսափելու հատկանիշներով: Դավիթ Ղազարյանն ուրբաթ օրը հանդես էր եկել մամուլի ասուլիսով՝ նշելով, որ ներկայացված 7 մլրդ դրամի պահանջը շինծու է և դա գնահատում է որպես հետապնդում «Սպայկայի» նկատմամբ:

Իրավական խնդիրներին անդրադառնալու ցանկություն չունեմ, առկա իրավիճակի գնահատականը ժամանակը ցույց կտա:

Փաստն այն է, որ «Սպայկայի» տնօրենի կալանավորմանը հաջորդել են բողոքի գործողություններ, որոնց իշխանությունների արձագանքը, մեղմ ասած, համարժեք չէ:

Եթե «Սպայկան» չի կատարել իր հարկային պարտավորությունները, ապա այս հարցում օրինականությունը պետք է վերականգնվի, սակայն արդյո՞ք արդարացված է իշխանության նման վարքագիծը, ինչի հետևանքով հարվածի տակ է հայտնվել գյուղմթերքների արտահանմամբ զբաղվող ընկերության գործունեությունը: Էլ չենք ասում այն մասին, որ վտանգվում են ներդրումային ծրագրեր: Արդյո՞ք Փաշինյանը շաբաթներ առաջ տեղյակ չէր, որ «Սպայկան» պարտաճանաչ հարկատու չէ, երբ մասնակցում էր դրա գործարաններից մեկի բացմանը, թե՞ այն ժամանակ վարչապետին պետք էր տնտեսության զարգացման, իսկ այսօր՝ օլիգարխիայի դեմ պայքարի տեսարան:

«Սպայկայի» գործունեությունը պարբերաբար կապվում է մեկ Ռոբերտ Քոչարյանի, մեկ Միքայել Մինասյանի անվան հետ, թեպետ նույն Ղազարյանը կտրուկ հերքել է այդ տեղեկությունները: Բայց, անկախ այդ հերքումներից, եթե իշխանություններն այս հանգամանքով են լեգիտիմացնում իրենց գործողությունները, ապա դա կարող է համոզիչ լինել մեր հասարակության որոշ խմբերի, սակայն ոչ երբեք օտարերկրյա ներդրողների համար:

Կամ՝ ինչո՞ւ է իշխանության քարոզչությունը թմբկահարում այն հանգամանքը, թե Դավիթ Ղազարյանի սատարման ակցիաներն ուղղորդված են: Այդ տրամաբանությամբ՝ ուղղորդված էին նաև հեղափոխության օրերին անցկացված ցույցերը: Այս համատեքստում արդյո՞ք երեկ համաչափ էին ոստիկանության գործողությունները. ինչո՞ւ է իշխանությունը «երկխոսության» գործիք օգտագործում ոստիկանությանը, որը հարկադրված է հարկադրանքի միջոցներ կիրառել ցուցարարների հանդեպ, հետո հետ քաշվել, ազատ արձակել բերման ենթարկվածներին:

Ինչ վերաբերում է բողոքի ակցիայի դրդապատճառներին, ապա առնվազն տարօրինակ է այն մարդկանց հայտարարությունները, թե սա ո՛չ իրավունքների համար պայքար է, ո՛չ էլ՝ գաղափարական հենքով: Բողոքի ակցիաները միշտ չէ, որ քաղաքական դրդապատճառներ են ունենում: Սա՝ մեկ: Երկրորդ՝ այս մարդիկ անհանգստություն ունեն իրենց կայացած կազմակերպության փլուզման հնարավորության և, ըստ այդմ, աշխատանքը կորցնելու հեռանկարի առումով:

Եվ վերջապես՝ օրերս Նիկոլ Փաշինյանը նկատել էր, որ այս տարին բարենպաստ է լինելու գյուղատնտեսության համար: Բերքատվության համար՝ գուցե, բայց մթերումների հեռանկարը մշուշոտ է: Մեկ-երկու ամսում հազիվ թե իշխանություններին հաջողվի գյուղատնտեսական ապրանքների արտահանման ավելի արդյունավետ մեխանիզմ ստեղծել:

Հա, մեկ էլ դժվար է պատկերացնել ավելի անլուրջ հակադարձում, քան մոտավորապես սա է՝ «հեչ էլ մթերեք»:
