ԱԺ նախագահ Արարատ Միրզոյանն օրերս աշխատանքային քննարկում է ունեցել ԱԺ խմբակցությունների ներկայացուցիչների հետ և առաջարկել տալ «Ընտրական օրենսգրքի» բարեփոխումների մեկնարկը։ Խորհրդարանի նախագահը նաև տեղեկացրել է, որ մոտ ժամանակներս այս հարցով նախաձեռնելու է խորհրդարանական լսումներ։

Առաջին հայացքից տարօրինակ է թվում, որ ԸՕ բարեփոխումների մեկնարկը տրվել է խորհրդարանական ընտրություններից ընդամենը ամիսներ անց, համենայն դեպս՝ Երրորդ հանրապետության քաղաքական պատմությունը ստեղծել է այլ նախադեպ, ըստ որի՝ ընտրական օրենսդրության փոփոխություններին խորհրդարանն անդրադարձել է ընտրություններից մեկ տարի առաջ։ Սա, իհարկե, արատավոր պրակտիկա էր, ինչի հետևանքով հատկապես արտախորհրդարանական ուժերը ժամանակ չէին ունենում հավուր պատշաճի նախապատրաստվել ընտրական ցիկլին, ու ԸՕ-ն հաճախ դառնում էր համակարգի վերարտադրությունն ապահովող գործիք։

Հիմա խորհրդարանական մեծամասնությունը ԸՕ բարեփոխումների հարցն օրակարգային է դարձնում ԱԺ գործունեության մեկնարկին։ Սա ողջունելի է, մյուս կողմից՝ չմոռանանք արձանագրել, որ նոր ընտրական ինստիտուտի ներդրումը Փաշինյանի հեղափոխական երեք խոստումներից մեկն էր, որը պետք է կատարվեր մինչև խորհրդարանական արտահերթ ընտրությունների անցկացումը։ Սակայն ԱԺ արտահերթ ընտրությունները տեղի ունեցան հին օրենսգրքով, ինչի հետևանքով Փաշինյանը հայտնվեց քննադատությունների թիրախում, որովհետև ԸՕ այսօրվա տարբերակը չի երաշխավորում քաղաքական, ծրագրային մրցակցություն ու, անկախ ընտրությունների որակից, որոշակի բոնուս է ընձեռում իշխանությանը։ Ըստ այդմ՝ կարելի է նույնիսկ պնդել, որ Նիկոլ Փաշինյանի թիմն ուշացումով հետամուտ է լինում իր հիմնական խոստումներից մեկի կատարմանը։ Գրեթե կասկածից վեր է, որ գործող խորհրդարանը վերացնելու է, այսպես կոչված, ռեյտինգային համակարգը ու սա լինելու է ԸՕ առանցքային փոփոխությունը։ Համենայն դեպս, այս հարցում լիակատար կոնսենսուս կա խորհրդարանում ներկայացված բոլոր երեք ուժերի դիրքորոշումներում:

Սակայն դեռ կանդրադառնանք ԸՕ փոփոխությունների բովանդակային կողմին, մանավանդ՝ համոզված ենք, որ բարեփոխումների իրենց վարկածները կառաջարկեն խորհրդարանական բոլոր ուժերը, գուցե նաև՝ ԱԺ-ից դուրս գտնվողները։ Հիմա ավելի էական է այն հանգամանքը, թե ինչո՞ւ է ԱԺ-ն այս պահին ձեռնամուխ լինում ԸՕ փոփոխությունների գործընթացին։ Տեսանելի ու ակնհայտ պատճառների մասին խոսեցինք, սակայն գործընթացն, անշուշտ, ունի նաև չերևացող, կամ, այսպես կոչված, պահեստային մոտիվներ։

Բանն այն է, որ իշխանության այսօրվա բարձր վարկանիշը ապագայի համար երաշխավորված չէ, ու գոնե տեսականորեն չի բացառվում, որ ռեյտինգայինի անկումը հանգեցնի կառավարման վակուումի ու ճգնաժամի։ Նման իրավիճակներից խորհրդարանական համակարգերում հնարավոր է դուրս գալ միայն արտահերթ ընտրությունների միջոցով։ Սա տեսական տարբերակ է, սակայն խորհրդարանական համակարգում՝ միանգամայն հնարավոր։ Ու թերևս նաև սա է պատճառը, որ խորհրդարանական մեծամասնությունը պահեստային տարբերակների համար ցանկանում է ունենալ ԸՕ, որը հնարավորինս ձեռնտու տեսք կունենա գործող իշխանության համար։
