Խորհրդարանական հանձնաժողովը քննարկել է գրավատների մասին օրենքի նախագիծը
SOCIETYԳրավատները կարող են միավորվել, եւ այդ ոլորտում տեղի կունենա առավել խոշոր դերակատարների ընդլայնումը մյուսների հաշվին: Այդ մասին ապրիլի 5-ին Տնտեսական հարցերով խորհրդարանական մշտական հանձաժողովի նիստին Հայաստանի Հանրապետության Հարկային օրենսգրքում փոփոխություններ կատարելու մասին օրինագիծը քննարկելիս հայտարարել է հիմնական զեկուցող, Հայաստանի ֆինանսների փոխնախարար Արման Պողոսյանը՝ գրավատների եւ փոխանակման կետերի գործունեության համար հարկերը բարձրացնելու իրավիճակը մեկնաբանելով:
«Անգամ երկրում գրավատների եւ փոխանակման կետերի բացակայության դեպքում բանկերը կկարողանան լիարժեք իրացնել իրենց տրամադրած ծառայությունները՝ փոխարինելով գրավատներին ու փոխանակման կետերին այդ շուկայում: Սակայն, առաջարկելով տվյալ օրինագիծը, մենք բոլորովին չենք ենթադրում, որ մեր երկրում գրավատներն ու փոխանակման կետերը պետք է փակվեն»,-պարզաբանել է Պողոսյանը:
Նիստին ներկա էին նաեւ գործարարներ, գրավատների եւ փոխանակման կետերի սեփականատերեր, որոնք իրենց տեսակետն ու անհամաձայնությունն են հայտնել հարկերը բարձրացնելու շուրջ Կառավարության դիրքորոշման վերաբերյալ:
Մասնավորապես, նրանք նշել են, որ իրենց ամսական շահույթը, երբեմն, չի գերազանցում 100 հազար դրամը, ինչը հեգնանք է առաջացրել փոխնախարարի եւ որոշ պատգամավորների շրջանում:
Հիշեցնենք, որ առաջարկվող օրենսդրական փոփոխությունների համաձայն՝ վարկային կազմակերպությունները 500 հազար դրամի փոխարեն պետք է վճարեն 3 միլիոն դրամի չափով հարկ, վճարահաշվարկային կազմակերպությունները՝ 250 հազար դրամի փոխարեն մինչեւ 1 մլն դրամ, բանկային բյուրոները՝ 500 հազարի փոխարեն 1 մլն դրամ, բանկերը՝ 3 միլիոնի փոխարեն մինչեւ 7 միլիոն դրամ, գրավատները՝ 100 հազար դրամի փոխարեն մինչեւ 6 մլն դրամ, տարադրամի փոխանակման կետերը՝ 50 հազարի փոխարեն մինչեւ 3 միլիոն դրամ եւ փոխանակման դիլերները՝ 100 հազարի փոխարեն մինչեւ 3 մլն դրամ:
