«Ֆրակ­ցի­ոն» պա­տե­րազմ­նե­րի հե­տև­անք­նե­րը

Մեկ օրում վարչապետ Նիկոլ Փաշինյանի որոշմամբ ազատ արձակված պաշտոնյաները պատշաճ չեն կատարել վարչապետի հանձնարարականը. վարչապետի «գիշերային» կադրային ջարդը այսպես է մեկնաբանել նրա մամուլի խոսնակ Վլադիմիր Կարապետյանը։ Խոսքը վերաբերում է կադրային այն չորս (պլ յուս մեկ) ազատումներին, որոնք նախօրեին տեղի են ունեցել վարչապետի աշխատակազմում։

Սերժ Սարգսյանի պաշտոնավարման տարիներին ընդունված էր, այսպես կոչված, «գիշերային» դիվանագիտությունը։ Խոսքն այն մասին չէր, որ Հայաստանի երրորդ նախագահն արտաքին քաղաքական որոշումներ կայացնում էր գիշերով. տերմինը բնորոշում էր կայացված որոշումների մոտիվացիոն հիմքերի բացակայությունը կամ դրանց՝ հասարակության համար մատչելի չլինելու գործոնը։ Օրինակ՝ 2013-ին հասարակությունը դժվարությամբ մարսեց, թե ինչպես է հնարավոր երեք տարի բանակցել Եվրամիության հետ ու մեկ օրում շրջադարձային որոշում կայացնել՝ ԵՏՄ-ին անդամակցելու վերաբերյալ:

Վլադիմիր Կարապետյանն այդպես էլ չի կարողացել մոտիվացնել վարչապետի որոշումները, որովհետև, օրինակ, տեսչական մարմինների աշխատանքների համակարգման գրասենյակի արդեն նախկին ղեկավար Հայկ Այվազյանը պնդում է, որ մինչ ազատման պահը որևէ դիտողություն չի ստացել, ու ակնարկում է, թե որոշ անձնական խնդիրներ է ունեցել վարչապետի աշխատակազմի ղեկավարի հետ։ Փաստորեն՝ հեղափոխությունը կադրային քաղաքականության կարևոր սկզբունք է դարձրել մարդկանց անձնական հարաբերությունները։

Սակայն, եթե վերանանք հումորից, ապա, այն, ինչին ականատես ենք դառնում, շատ ավելի խորքային արմատներ ունի։

Նախ՝ հեղափոխության թիմը չունի կադրային բանկ ու կադրային քաղաքականության սկզբունքներ, ըստ այդմ՝ անհասկանալի է մնում, թե ինչու կոնկրետ մարդը նշանակվեց որևէ պաշտոնում կամ ազատվեց իր պաշտոնից։ Նույն տրամաբանությամբ՝ անհասկանալի է, թե ինչո՞ւ են «անձեռնմխելի» մնում պաշտոնյաներ, որոնց ձախողումների մասին ամեն օր գրում են լրատվամիջոցները կամ փաստում են հասարակության շահառու խմբեր, բայց թիրախավորվում են մարդիկ, ովքեր, իրենց իսկ պնդմամբ, որևէ անգամ չեն արժանացել անգամ վերադասի հանդիմանությանը։

Վերջին օրերի կադրային «ֆիլտրումներն» ունեն շատ կարևոր մի առանձնահատկություն։ Նիկոլ Փաշինյանն ազատվում է ոչ թե նախկին իշխանության կադրերից, ինչը մի կերպ բացատրելի է հեղափոխական տրամաբանությամբ, այլ նաև մարդկանցից, ովքեր նշանակվել են հեղափոխությունից հետո։ Այլ խոսքով՝ հեղափոխությունը սկսել է «խժռել» իր զավակներին, ինչը մի քանի հետևությունների տեղիք է տալիս։

Ըստ ամենայնի, իշխանության ներսում սկսվել է, այսպես կոչված, ֆրակցիոնիզմի կամ կլանայնության գործընթացը, ինչի հետևանք են այս ազատումները։ Նիկոլ Փաշինյանի թիմն առայժմ չունի քաղաքական կամ արժեքային կրեդո, ու տրամաբանական է, որ մարդիկ աշխատանքից ազատվում են ոչ թե քաղաքական պատճառներով, այլ՝ «ֆրակցիոն» պատերազմների հետևանքով։ Մյուս կողմից՝ իշխանությունն աստիճանաբար «փակվում» է՝ կտրվելով հասարակությունից, ինչը որոշակի տրնասֆորմացիաների անհրաժեշտություն է ծնում, մանավանդ, որ հեղափոխություն արել են տասնյակ հազարավորները, սակայն նոր էլիտային ինտեգրվելու շանս ունեն հարյուրները։
