Արցախի ԱԳՆ-ն հայտարարություն է տարածել
INTERNATIONAL NEWSԱրցախի Հանրապետության արտաքին գործերի նախարարությունը հայտարարություն է տարածել, որում մասնավորապես ասվում է. ««Ուղիղ երեք տարի առաջ՝ ապրիլի 1-ի լույս 2-ի գիշերը, ադրբեջանական կողմը, կոպտորեն խախտելով 1994 թ. մայիսի 12-ին ձեռք բերված կրակի և ռազմական գործողությունների ամբողջական դադարեցման մասին համաձայնագրով ամրագրված հրադադարի ռեժիմը, Արցախի հետ սահմանի ողջ երկայնքով նախաձեռնել է պատերազմական գործողություններ։
Ադրբեջանական զինված ուժերը ծանր տեխնիկայի, հրետանու և ռազմական օդուժի կիրառմամբ հրետակոծման են ենթարկել ոչ միայն Արցախի Հանրապետության Պաշտպանության բանակի առաջապահ դիրքերը, այլ նաև խաղաղ բնակավայրերը, ինչը հանգեցրել է զոհերի, այդ թվում՝ խաղաղ բնակիչների շրջանում։ Միայն չորս օր անց՝ 2016 թ. ապրիլի 5-ին, զգալի կորուստներ կրելով, Ադրբեջանը ստիպված էր ռազմական գործողությունների դադարեցում խնդրել Ռուսաստանի միջնորդությամբ։ Հարձակողական գործողությունների ծավալն ու ինտենսիվությունը, օգտագործված զինտեխնիկայի և կենդանի ուժի քանակը, ինչպես նաև ադրբեջանական իշխանությունների ներկայացուցիչների կողմից արված հայտարարությունները վկայում են, որ ապրիլյան իրադարձությունները ոչ այլ ինչ էին, քան նախօրոք ծրագրված ռազմական ագրեսիա։
Ադրբեջանը նպատակ էր հետապնդում զավթել Արցախի ողջ տարածքը՝ փորձելով ադրբեջանա-ղարաբաղյան հակամարտությունը լուծել ուժի կիրառման միջոցով, որը, սակայն չհաջողվեց Արցախի Հանրապետության Պաշտպանության բանակի վճռական գործողությունների շնորհիվ։ Ադրբեջանական զինված ուժերի գործողություններն ուղեկցվում էին միջազգային մարդասիրական իրավունքի կոպիտ խախտումներով և պատերազմական հանցագործություններով։
Արցախի արտաքին քաղաքական գերատեսչության կողմից հետևողական աշխատանքներ են իրականացվել՝ միջազգային հանրությանը, այդ թվում՝ մասնագիտացված կառույցներին և ատյաններին իրազեկելու իրագործված ոճրագործությունների մասին։ Համոզված լինելով, որ նման հանցագործությունները վաղեմության ժամկետ չունեն, Արցախի Հանրապետությունը կշարունակի ջանքեր գործադրել՝ մեղավորներին պատասխանատվության ենթարկելու նպատակով։ Ռազմական գործողությունների ավարտից հետո անցել է երեք տարի, սակայն դեռ արդիական է Ադրբեջանի ագրեսիվ նկրտումները զսպելու միջազգային քաղաքական և դիվանագիտական միջոցներ ձեռնարկելու անհրաժեշտությունը՝ ապահովելու 1994 թ. մայիսի 12-ի և 1995 թ. փետրվարի 6-ի համաձայնագրերի լիակատար իրագործումը։ Անհրաժեշտ է նաև ներդնել հրադադարի ռեժիմի վերահսկման միջազգային մեխանիզմներ, և հատկապես ապրիլյան պատերազմից հետո Վիեննայում և Սանկտ-Պետերբուրգում ձեռք բերված պայմանավորվածությունների իրագործման միջոցով։
Արցախի Հանրապետությունը վերահաստատում է, որ Ադրբեջանի կողմից հակամարտությունն ուժային ճանապարհով լուծելու փորձի դեպքում կձեռնարկվեն ինքնապաշտպանության բոլոր անհրաժեշտ միջոցները` ՄԱԿ-ի Կանոնադրությանը համապատասխան, Արցախի քաղաքացիների` սեփական հայրենիքում ազատ և անվտանգ ապրելու իրավունքը պաշտպանելու համար»։
