Վերջերս Ազգային ժողովում, պատասխանելով լրագրողների հարցերին, ԲՀԿ առաջնորդ Գագիկ Ծառուկյանը ընդգծեց, որ տնտեսական հեղափոխություն չի կարող լինել, եթե նպաստավոր պայմաններ չկան ներդրումների համար: Ծառուկյանը նաև շեշտեց, որ այդ գումարները, օրինակ, Մոսկվայում բազմամիլիոնանոց եկամուտի ակնկալիքով ներդնելու փոխարեն ներդրվում են Հայաստանում, որպեսզի մեր երկրի տնտեսությունը որոշակի աճ արձանագրի, սակայն առկա խոչընդոտների պատճառով մի շարք խոշոր ներդրողներ կարող են հրաժարվել Հայաստանում ներդրումներ կատարելուց..

Ըստ փորձագիտական շրջանակների, կարևոր հանգամանք է, որ այսպիսի շեշտադրումները արվում են Գագիկ Ծառուկյանի կողմից, մի մարդու, ով վերջին շրջանում փաստացի շարունակում է մնալ գրեթե միակ խոշոր ներդրողը երկրում: Թավշյա հեղափոխությունից հետո Հայաստանում արված գրեթե բոլոր խոշոր ներդրումների հիմքում Ծառուկյանն է՝ մայնինգ ֆերմա, արևային տաքացուցիչների գործարան, տեքստիլ արտադրություն, իտալական կերամիկական արտադրություն և այլն: Հետևաբար պետության առանձին օղակների խնդիրը պետք է լինի մի կողմից՝ հետևողականորեն ստեղծել այնպիսի նպաստավոր պայմաններ, որպեսզի դժգոհություններ ու մտահոգություններ չառաջացնեն նման խոշորամասշտաբ ներդրողների համար, մյուս կողմից՝ որպեսզի այլ ներդրողներ էլ շահեկան համարեն ներդրումներ անելը մեր երկրում, ընդ որում՝ ոչ միայն անձերի «խաթեր»:

Միևնույն ժամանակ, անկասկած է, որ պետությունը պետք է զգույշ և ուշադիր լինի իր գործարարների հանդեպ: Օրինակ, նույն Գագիկ Ծառուկյանի մասշտաբի ներդրողին կերազեին իրենց երկրում հյուրընկալել աշխարհի ցանկացած կետում... Մեր տեղեկություններով, բազմաթիվ երկրների ղեկավարներ Ծառուկյանի հետ ունեն ընկերական հարաբերություններ, պատրաստ են տրամադրել ցանկացած պայման՝ մեծ ներդրումներ անելու և խոշոր շահույթ ստանալու համար, սակայն նա տասնամյակներ շարունակ, որքան էլ փորձել են խոչընդոտներ ստեղծել, շարունակել է կառուցել իր երկրում... Պետք է ընկալել, որ առանց Գագիկ Ծառուկյանի տեսակի հնարավոր չէ քանդվող տնտեսությամբ երկրում ներդրումներ անել, որովհետև նման տնտեսական ճգնաժամերի պայմաններում այդպիսի ռիսկի գնալու համար պետք է չափազանց շատ սիրես քո երկիրը: Առավել ևս, որ գրեթե ամեն մի կառավարություն իր պարտքն է համարել ստուգումներ իրականացնել, համոզվել, որ ամեն ինչ օրենքի սահմաններում է, հետո նորից ստուգել ու այդպես շարունակ:

Տնտեսական հեղափոխության մասին խոսելը դեռ բավարար չէ, դրա համար պետության կողմից նաև տրամաբանված քայլեր են անհրաժեշտ, ոչ թե օգնելու, այլ գոնե չխանգարելու, կայունություն ապահովելու գործում:
