Երբ երեկ Հանրային հեռուստաընկերությունը ուղիղ եթերում սկսեց հեռարձակել խորհրդարանի նիստը, արդեն պարզ էր, որ ԱԺ-ում կարևոր իրադարձություն է լինելու։ Շուտով պարզվեց, որ ելույթ է ունենալու վարչապետ Նիկոլ Փաշինյանը։ Առիթը Ազգային ժողովում ՀՀ կառավարության ծրագրի կատարման ընթացքի և արդյունքների մասին զեկույցի քննարկումն էր։

Նիկոլ Փաշինյանը հաճելի լուրեր է հայտնել, թերևս դա է պատճառը, որ նրա ելույթը հեռարձակվեց ուղիղ եթերում։ Վարչապետն ասել է, որ շինարարության ոլորտում շատ հետաքրքիր պրոցեսներ են տեղի ունենում. ընթացիկ տարվա հունվար, փետրվար ամիսներին ունեցել ենք 20 տոկոսը գերազանցող աճ։ Նրա խոսքով` լրջագույն աճ է նկատվում նաև հիփոթեքային վարկավորման ոլորտում` այս տարվա հունվարին, նախորդ տարվա հունվարի համեմատ, հիփոթեքային վարկավորումն աճել է 77 տոկոսով, իսկ փետրվարին` 2018թ. փետրվարի նկատմամբ` 100 տոկոսով։ Փաշինյանը նշել է, որ ընթացիկ տարվա առաջին երեք ամիսների մեր գործունեությունն ամփոփելով` եկել ենք այն համոզման, որ 2019–ի պետբյուջեն կգերակատարենք առնվազն 40 մլրդ դրամով։ Նրա խոսքով` այդ գումարները մտադիր են ծախսել տարբեր ուղղություններով։ Առաջին հերթին, ըստ Փաշինյանի, մտադիր են 2019թ. հուլիսի 1–ից 10 տոկոսով բարձրացնել ԶՈւ, իսկ սեպտեմբերի 1–ից` ուսուցիչների աշխատավարձը. խոսքը մոտ 38 000 ուսուցչի մասին է։ Իհարկե, այս ամենը շատ հաճելի է, սակայն չթաքցնենք՝ տպավորություն է, որ վարչապետի ելույթն ավելի շատ միտված էր հասարակության աճող դժգոհությունը պարպելուն, համենայն դեպս՝ Նիկոլ Փաշինյանը հատկապես շեշտում էր տնտեսության մեջ նկատվող դրական միտումները, ինչը հասարակության մեծամասնությունը դեռևս չի նկատում, որովհետև երկրում ակնհայտորեն չի լավացել կյանքի որակը։

Օրինակ՝ Փաշինյանն ասում է, որ Հայաստանը կանգնած է շինարարական բումի նախաշեմին։ Անշուշտ, հաճելի է նման կանխատեսում լսելը ու բնավ էլ չենք ուզում կասկածի տակ դնել վարչապետի կանխատեսումը։ Մյուս կողմից՝ շինարարական բումի մասին խոսակցությունները նման են դեժավ յուի։ Իհարկե, իրավիճակների մեխանիկական նմանություն չենք ուզում փնտրել, սակայն մտավախությունները հիմք ունեն, քանի դեռ չենք համոզվել, որ գործ ունենք տնտեսության կայուն զարգացման հետ՝ դրա իմիտացիայի, քարոզչական նպատակով ներկայացվող թվերի հետ։

Այն, որ 2019 թ.-ի պետբյուջեն գերակատարվելու է առնվազն 40 մլրդ դրամով՝ հրաշալի նորություն է։ Եթե այդ թիվն արտացոլում է ստվերային տնտեսության կրճատման միտումները կամ գործ ունենք տնտեսական հեղափոխության առաջին դրսևորումների հետ, ապա պատկերը միանգամայն գոհացուցիչ է։ Կարևորը, որ հիմքում սոսկ իրավական հարթությունը չլինի, այսինքն՝ ոչ թե հիմնականում նախկինում թույլ տրված չարաշահումների բացահայտման հետևանք լինի, այլ իսկապես ինստիտուցիոնալ, հստակ գործիքակազմով աշխատանքի արդյունք: Հակառակ պարագայում տնտեսության զարգացման կամ ստվերի դեմ պայքարի մասին խոսակցությունները կլինեն իմիտացիոն ու կարող են կարճաժամկետ էֆեկտ ունենալ, այն էլ՝ քարոզչական հարթության վրա։

Հիմա, թերևս, վաղ է ենթադրություններ անելը ու հարկ է հետևել զարգացումներին՝ հասկանալու համար, թե զարգացման կոնկրետ ինչ տեսլական է առաջարկում կառավարությունը։
