Ավստրիայի նախագահ Ալեքսանդր Վան Դեր Բելենը մարտի 29-ին Վիեննայում առանձին հանդիպումներ կունենա Հայաստանի վարչապետ Նիկոլ Փաշինյանի և Ադրբեջանի նախագահ Իլհամ Ալիևի հետ: Ավելի վաղ ԵԱՀԿ Մինսկի խմբի համանախագահները հայտարարել էին, որ աշխատում են Հայաստանի և Ադրբեջանի ղեկավարների բանակցությունները կազմակերպելու ուղղությամբ: Այս տեղեկատվության համադրմամբ՝ ակնհայտ է, որ Նիկոլ Փաշինյան-Իլհամ Ալիև առաջին պաշտոնական հանդիպումը տեղի կունենա հենց Ավստրիայի մայրաքաղաքում՝ մարտի 29-ին։

Այս հանդիպման շուրջ հետաքրքրությունը բավականին մեծ է, ու դա պայմանավորված է առաջին հերթին այն հանգամանքով, որ Հայաստանում մեկ տարի առաջ տեղի է ունեցել թավշյա հեղափոխություն, որն իր հետ միանգամայն նոր իրողություններ է բերել, որոնք չեն կարող ուղղակի կամ անուղղակի ազդեցություն չունենալ նաև կարգավորման գործընթացի վրա։

Հայաստանի նոր ղեկավարությունը փորձում է հեղափոխության արժեքները կապիտալիզացնել բանակցային գործընթացում։ Իհարկե, ինքնին հասկանալի է, որ սա մեկ օրվա, նույնիսկ ամիսների գործընթաց չէ ու պաշտոնական Երևանից պահանջում է հետևողական աշխատանք՝ ոչ միայն արտաքին քաղաքականության մեջ, այլ նաև ներքին կյանքում։ Առանց ինստիտուցիոնալ բարեփոխումների իրականացման ու, ըստ էության, նոր որակի պետության ստեղծման, հնարավոր չէ ավելի հավակնոտ նշաձող սահմանել արտաքին քաղաքականության մեջ՝ առհասարակ, ու ԼՂ խնդրում՝ մասնավորաբար։

Միով բանիվ՝ փաստենք, որ Հայաստանի ու Արցախի անվտանգության խորհուրդների համատեղ նիստում Նիկոլ Փաշինյանը հանդես է եկել ուշագրավ ուղերձներով ու, ըստ ամենայնի, Վիեննա է մեկնելու հենց այդ օրակարգով։ Եթե կարճ ձևակերպենք Հայաստանի վարչապետի արցախյան քաղաքականությունը, ապա դա հանգում է նրան, որ անհրաժեշտ է հստակություն մտցնել մադրիդյան սկզբունքների հարցում ու Արցախին վերադարձնել բանակցային գործընթաց։ Միամիտ կլինի կարծել, որ Բաքուն ու միջնորդները հեշտությամբ «մարսելու» են Երևանի նոր մոտեցումները, մանավանդ դա կարող է հանգեցնել ստատուս-քվոյի որոշակի փոփոխության, ինչը միշտ դժվարությամբ է ընդունվում կարգավորման գործընթացներում։ Այս համատեքստում խիստ կարևոր ու սկզբունքաին է, որպեսզի Նիկոլ Փաշինյանը հետևողականորեն առաջ մղի իր օրակարգը, սակայն ոչ թե միջնորդներին հակադրվելու, այլ Երևանի դիրքորոշումները նրանց համար ընկալելի դարձնելու նպատակով։ Ոչ մի պարագայում չի կարելի թույլ տալ, որ Բաքվի ու համանախագահության օրակարգերի ընդհանրության իմիտացիա ստեղծվի, ինչին հետևողականորեն հետամուտ է Ալիևի վարչակազմը։

Ինքնին հասկանալի է, որ Ադրբեջանի նախագահը չի ընդունում Նիկոլ Փաշինյանի առաջարկությունները ու Վիեննա է մեկնելու հին օրակարգով։ Այս համատեքստում հնաավոր չէ լուրջ տեղաշարժ սպասել Փաշինյան-Ալիև առաջին պաշտոնական հանդիպումից։ Սակայն բանակցային գործընթացը՝ թեկուզև անորոշ օրակարգով ու կողմերի հակադիր դիրքորոշումներով, շատ ավելի ընդունելի է, քան հանդիպումների ու բանակցությունների բացակայությունը։ Երկու առաջնորդների հանդիպումները գոնե նպաստում են առաջնագծում լարվածության թուլացմանը, ինչն օբյեկտիվորեն փոքրացնում է պատերազմի վերսկսման ռիսկերը։
