SOCIETY21–րդ դարի պատերազմը 88–ի պատերազմը չի լինելու, այս պատերազմում շատ կարեւոր է տնտեսական բաղադրիչը։ Այս մասին այսօր՝ մարտի 22–ին, ԵՊՀ տնտեսագիտական ֆակուլտետի ուսանողների եւ դասախոսական կազմի հետ հանդիպմանն ասաց Արցախի նախկին վարչապետ Արայիկ Հարությունյանը։
«21–րդ դարի պատերազմը 88–ի պատերազմը չի լինելու, արդեն ապրիլին մի քանի օրում հասկացանք, որ այս պատերազմում շատ կարեւոր է տնտեսական բաղադրիչը, այսինքն՝ ֆինանսական հնարավորությունները եւ սպառազինությունը, և լայնածավալ պատերազմի կամ տարածաշրջանային խնդիրների դեպքում ինչպես ենք պատրաստ այդ մարտահրավերին դիմակայելու»,– ասաց Արայիկ Հարությունյանը՝ ընդգծելով, որ առաջիկա 10–15 տարում խնդրի քաղաքական որեւէ լուծում սպասել պետք չէ։
«Այդ ժամանակ արդեն ավարտվում էր Բաքու-Թիֆլիս-Ջեյհան նավթամուղի կառուցումը, որով պետք է ադրբեջանական նավթ արտահանվեր։ Մենք ունեինք տվյալներ, որ 2010 թվականը լինելու էր նավթի արդյունահանման պիկը, և Ադրբեջանը դրա շնորհիվ ձեռք էր բերելու շատ մեծ ֆինանսական ռեսուրսներ: Ես դեռևս այն ժամանակ ունեի տնտեսական վերլուծության արդյունքում արված հայտարարություն, ըստ որի՝ մենք 2014-2016 թվականին ունենալու ենք պատերազմի հավանականություն»,– ասաց նա։
Նրա խոսքով՝ նավթի բարելի գնի հետ տատանվում է Ադրբեջանի ղեկավարի ձայնի կոշտությունը.«Երբ գինը ընկնում է, հանգստանում է»։
Ըստ Հարությունյանի՝ ճիշտ մեխանիզմներով տնտեսական զարգացումը թույլ կտա շարունակել սպառազինման աշխատանքը եւ փորձել ուժի սպառնալիքի միջոցով լուծել խնդիրը. «Չպատերազմելու միակ տարբերակը ՀՀ տնտեսական աճի ապահովումն է՝ առնվազն 8 տոկոսով»:
Տնտեսական հզորացման իր տեսլականը Արայիկ Հարությունյանը ներկայացրել է մոտ մեկ ամիս առաջ վարչապետ Նիկոլ Փաշինյանին ուղղված բաց նամակում։
«Առաջարկությունս, որ բաց նամակի տեսքով եղել է, որը գաղտնիք չէ, մեկն է՝ համարձակ գնալ պարտքի ավելացման՝ պետական եւ արտաքին. արտաքինը՝ ոչ միայն պետական խողովակով, այլ նաեւ այլ խողովակով, պետականը՝ ոչ միայն արտաքինի, այլ նաեւ ներքին պարտքի հաշվին, ապահովել ներդրումներ»,– ասաց նա։
