ՀՀ ՀՆԱ-ի աճի տեմպը կնվազի՝ կազմելով 4.3%. Համաշխարհային բանկը զեկույց է հրապարակել
ECONOMICSՀամաշխարհային բանկն այսօր հրապարակել է «Փոփոխելու հզոր մանդատ՝ գլոբալ տնտեսական աճի դանդաղման պայմաններում։ 2019թ․, ձմեռ» երկրի տնտեսական զեկույցը:
Զեկույցում կանխատեսվում է, որ այս տարի ՀՀ ՀՆԱ-ի աճի տեմպը կնվազի՝ կազմելով 4.3 տոկոս:
«Մեր ելակետային սցենարը նախատեսում է 2019 թ. ՀՆԱ-ի աճի ավելի ցածր, բայց դեռևս հաստատուն տեմպ՝ ցածր գնաճի ու կայուն պետական ֆինանսների նպաստավոր մակրոտնտեսական միջավայրի պայմաններում: 2019 թ. համաշխարհային և տարածաշրջանային աճի կանխատեսվող ավելի ցածր մակարդակը կարող է բացասաբար անդրադառնալ Հայաստանից ապրանքների և ծառայությունների արտահանման վրա»,- ասվում է զեկույցում:
Փաստաթղթի համաձայն՝ երկրի ներսում աճին կնպաստի չափավոր բյուջետային ընդլայնումը, տնային տնտեսությունների (այդ թվում՝ հիպոթեքային) վարկավորման շարունակական կայուն աճը և բիզնեսի բարելավված տրամադրվածությունը:
«2018 թ. գրանցված գերակատարողականից հետո 2019 թ. բյուջեն նախատեսում է որոշակի բյուջետային ընդլայնում՝ արտացոլելով ՀՆԱ-ի 50 տոկոսից ցածր չափով կառավարության պարտքի պահպանմանը համապատասխան միջնաժամկետ բյուջետային շրջանակը: Դրամավարկային և փոխարժեքային քաղաքականությունը կշարունակի կենտրոնացած լինել առավել ռիսկային արտաքին միջավայրի պայմաններում գների կայունության պահպանման վրա»,- գրում է Համաշխարհային բանկը:
Միաժամանակ խոսվում է կանխատեսման ռիսկերի մասին:
«Արտաքին միջավայրում առաջացող համաշխարհային առևտրային և քաղաքական լարվածությունների պատճառով Հայաստանի հիմնական առևտրային գործընկեր հանդիսացող երկրներում կարող են առաջանալ կամ խորանալ տնտեսական անկումները: Ներքին ճակատում Հայաստանի տնտեսության բարեփոխումը կպահանջի հաստատակամ ջանքեր բազմաթիվ ուղղություններով, որոնք կարող են հանդիպել անձնական շահերի կամ ընկալվող բարձր ծախսերի հետ կապված դիմադրությանը:
Միևնույն ժամանակ առանց նման հաստատակամ բարեփոխումների հնարավոր չէ հասնել շոշափելի արդյունքների աշխատատեղերի ստեղծման, աշխատավարձերի բարձրացման, սոցիալական խնդիրների ավելի հաջող լուծման և ներդրումներ ներգրավելու համար գործարար միջավայրի բարելավման հարցերում: Նշված արդյունքների ձախողումը կարող է կրկին բորբոքել սոցիալական և քաղաքական լարվածությունը և տնտեսական անորոշության պատճառ դառնալ»,- ասված է զեկույցում:
