Ավան» հոգեկան առողջության կենտրոնում քաղաքացուց ենթադրյալ կաշառք ստանալու, պաշտոնեական լիազորությունները չարաշահելու և պաշտոնեական կեղծիք կատարելու դեպքի առթիվ քրեական գործ է հարուցվել։ 

2019 թվականի մարտի 8-ին ՀՀ ոստիկանության ԵՔՎ Նոր Նորքի բաժնում տված հաղորդմամբ քաղաքացին հայտնել է, որ «Ավան» հոգեկան առողջության կենտրոնում ստացիոնար բուժման մեջ գտնվող իր կնոջը կենտրոնից դուրս գրելու և նրա կողմից հաշմանդամության կարգ ստանալու, ինչպես նաև անվճար դեղորայք ձեռք բերելու հիմք հանդիսացող հիվանդության վերաբերյալ եզրակացություն տալու համար հիշյալ կենտրոնի թերապևտիկ բաժանմունքի վարիչը 2017թ. փետրվարի 17-ին իրենից պահանջել է 20.000 ՀՀ դրամ: Սակայն ինքն այդքան գումար չունենալու պատճառով բաժանմունքի վարիչին տվել է 10.000 ՀՀ դրամ:

Նյութերի նախապատրաստման ընթացքում քաղաքացին բացատրությամբ հայտնել է, որ 2019թ. հունվարին ինքնազգացողությունը վատանալու պատճառով կնոջը մի քանի անգամ տեղափոխել է «Ավան» հոգեկան առողջության կենտրոն, սակայն թերապևտիկ բաժանմունքի վարիչը հրաժարվել է կնոջը ստացիոնար բուժման ընդունելուց՝ պատճառաբանելով, որ կենտրոնում ազատ տեղեր չկան: Մինչդեռ ինքը պարզել է, որ նշված ժամանակահատվածում հիվանդանոցում ազատ տեղեր եղել են:
Նկատի ունենալով, որ նախապատրաստված նյութերով տվյալներ են ձեռք բերվել ենթադրաբար պաշտոնեական լիազորությունները չարաշահելու, կաշառք ստանալու, կաշառք տալու և պաշտոնեական կեղծիք կատարելու մասին՝ Երևան քաղաքի Ավան և Նոր Նորք վարչական շրջանների դատախազության դատախազի որոշմամբ ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 1-ին մասով, 311-րդ հոդվածի 1-ին մասով, 312-րդ հոդվածի 1-ին մասով և 314-րդ հոդվածի 1-ին մասով հարուցվել է քրեական գործ՝ ներկայացված հանգամանքները լրիվ, օբյեկտիվ և բազմակողմանի քննությամբ պարզելու նպատակով:
