Հեղափոխական ավտորիտարիզմի վտանգ
ANALYSISԹավշյա հեղափոխությունից հետո ԶԼՄներն անհամեմատ ազատ են դարձել. դա տեսանելի է անգամ անզեն աչքով, ինչն, ի դեպ, արձանագրված է նաև ԱՄՆ Պետական դեպարտամենտի տարեկան զեկույցում։ Մյուս կողմից՝ Հայաստանում ամենևին էլ չի խրախուսվում այլակարծությունը, նույնիսկ ավելին՝ ստեղծվել է մի իրավիճակ, երբ իշխանության գործունեության ցանկացած քննադատություն ենթարկվում է կոշտ հակազդեցության։ Իհարկե, բնավ էլ այնպես չէ, որ դա տեղի է ունենում իշխանության առաջին դեմքի կամ որևէ մարմնի ուղղակի ցուցումով։ Այլակարծությունը ճնշվում է քաղաքական մշակույթի, հանրային տրամադրությունների, կարծրատիպերի ուժով։
Նման իրավիճակի համար, իհարկե, կան օբյեկտիվ ու սուբյեկտիվ պատճառներ։ Գլոբալ առումով՝ արժեքային կողմնորոշումների առումով մեր հասարակությունը լ յումպենացված է, ինչը հետևանք է անցած երկու տասնամյակներին քաղաքական ու ընտրական ինստիտուտների հետևողական դեգրադացման, հասարակության սոցիալական դիսկրիմինացիայի։ Աղքատ, ոչ բարեկեցիկ կյանքով ապրող հասարակություններում, որպես կանոն, քաղաքական ու հասարակական դիսկուրսները տեղ չունեն. մեր տիպի հասարակությունների համար բնորոշ է «միակ ճշմարտության» թեզը՝ անկախ այն հանգամանքից, թե ինչպիսի քաղաքական բովանդակություն ունի այն։ Մինչև հեղափոխությունը հասարակությունը օտարացած էր իշխանությունից, ու պարսավանքի կարող էր արժանանալ ցանկացած մեկը, ով կհանդգներ դրական որևէ բան ասել Սերժ Սարգսյանի կամ որևէ իշխանավորի հասցեին, հիմա գործում է հակառակ տրամաբանությունը՝ հասարակության «թշնամի» են համարվում մարդիկ, ովքեր քննադատում են Նիկոլ Փաշինյանին։
Հեղափոխությանը հաջորդող առաջին փուլում իշխանություններն ունենում են բարձր վարկանիշ, ու հեղափոխական էյֆորիան խեղդում է օբյեկտիվ քննադատության, այլակարծության որևէ դրսևորում։ Պատահական չէ, որ Երևանի ավագանու ու խորհրդարանի արտահերթ ընտրություններում հեղափոխության թիմը ստացավ բացարձակ մեծամասնություն։
Իրական այլակարծության ձևավորմանը խանգարում է նաև, այսպես կոչված, նախկինների գործոնը։ Թավշյա հեղափոխությունից հետո ընդդիմության կարգավիճակում փորձեց տեղավորվել ՀՀԿ-ն, ու դրա օբյեկտիվ նախադրյալն այն էր, որ Նիկոլ Փաշինյանի վարչապետությունից հետո տևական ժամանակ շարունակում էր գործել հին խորհրդարանը՝ որպես նախկին համակարգի ինստիտուցիոնալ խորհրդանիշ։ Նախորդ ԱԺ գործունեության պարագայում որոշակիորեն օբյեկտիվ էր, որ ընդդիմախոսության, այլակարծության դրսևորումներն ասոցացվում էին ՀՀԿ-ի, Ռոբերտ Քոչարյանի հետ, որովհետև մինչև խորհրդարանական ընտրությունները ռեստավրացիայի որոշակի ռիսկեր կային, ինչի դրսևորումն էր թեկուզև անցած տարվա հոկտեմբերի 2-ի խորհրդարանի երեկոյան «խորհրդավոր» նիստը։
Սակայն իրավիճակն արմատապես փոխվեց դեկտեմբերի 9-ի խորհրդարանական ընտրություններից հետո: Եվ երբ այսօր որևէ քննադատություն կամ ընդդիմադիր կածիք նույնացվում է ՀՀԿ-ի կամ Ռոբերտ Քոչարյանի հետ, ապա դա էժանագին քարոզչական մանիպուլ յացիա է, հեղափոխական ավտորիտարիզմի հաստատման վտանգ։
