Ֆրանսիայի նախագահ Էմանուել Մակրոնը խիստ քննադատության է ենթարկել «դեղին անթև բաճկոնների» շարժման մասնակիցներին՝ անցած շաբաթ օրը Փարիզում տեղի ունեցած անկարգությունների համար։ Twitter-ի իր պաշտոնական էջում Ֆրանսիայի ղեկավարը մեղադրել է շարժման անդամներին հանրապետությունը կործանելու մտադրության համար։ Մակրոնի գնահատականը թեև խիստ, սակայն, մեծ հաշվով, օբյեկտիվ է. հայտնի շարժման առաջնորդները վաղուց կոնկրետ օրակարգ առաջ չենք քաշում, ու նրանց գործողությունները գնալով նմանվում են անարխիստների վարքագծին։ Մյուս կողմից՝ Մակրոնի նախագահությունը համաշխարհային պոպուլիստական թրենդի հետևանք է, ու դժվար չէր կանխատեսել, որ եթե նա Ֆրանսիայում չկարողանա արագ իրականացնել բաեփոխումներ, երկրում կարող է առաջանալ համակարգային վակուում՝ դրանից բխող կառավարման ճգնաժամով։

Այս անհրաժեշտ նախաբանից հետո տեղափոխվենք Հայաստան, որտեղ բանը դեռևս չի հասել զանգվածային անկարգությունների կամ անհնազանդությունների, սակայն գրեթե ամեն օր մենք տեսնում ենք, որ երկրում փակվում են հանրապետական կամ տեղական նշանակության ճանապարհներ, շրջափակվում են տեղական իշխանության շենքեր, կառավարության շենքի մոտ անպակաս են բողոքավոր փոքր խմբերը։ Օրինակ՝ ոչ աշխատանքային կիրակի օրը Արագածոտնի մարզի Ապարանի շրջանի Արագած գյուղի բնակիչները փակել էին Երևան-Վանաձոր միջպետական մայրուղին։ Պատճառը ՀԷԿ-ի աշխատանքն է, որը վնասում է գյուղի հողերին։ 

Փողոց փակելու մշակույթը դեռ աշխատում է, ու մի քանի հարյուր քաղաքացիներ կարող են օրակարգ թելադրել, որովհետև հեղափոխությունից հետո տակավին չի ձևավորվել արդյունավետ համակարգ՝ որոշումներ կայացնելու ունակությամբ։ Մյուս կողմից՝ եթե կառավարությունը դեռ չի կարողանում կայացնել արդյունավետ որոշումներ, չի կարող լեգիտիմացված համարել բողոքավորների հանդեպ հարկադրանքի մեթոդների կիրառումը. ի վերջո՝ Նիկոլ Փաշինյանն ու նրա թիմն իշխանության են եկել պայքարի հենց նման մեթոդներով՝ տասնյակ հազարավոր մարդկանց խոստանալով բազում խնդիրների արագ, հաճախ՝ պարզունակ լուծումներ։

Հիմա տեղի է ունենում հասարակական տրամադրությունների բնական սեգմենտացիա, ու եթե հասարակության զգալի մասի աչքերում հեղափոխությունը սուբյեկտիվորեն ձախողվի, այսինքն՝ մարդիկ իրենց կյանքում շոշափելի չհամարեն դրա արդյունքների կապիտալիզացիան, ապա համակարգային վակուումն ու սոցիալական ընդվզման ավելի մասշտաբային դրսևորումները կդառնան անխուսափելի։

Իհարկե, կոռեկտ չէ խոսել «դեղին բաճկոնների» շարժման հայկական անալոգիայի մասին, սակայն եթե Նիկոլ Փաշինյանին չհաջողվի ստեղծել արդյունավետ համակարգ, ապա սոցիալական հուզումները դառնալու են անխուսափելի։
