Արցախի Հանրապետության անվտանգության խորհրդի քարտուղար, Արցախի հերոս Վիտալի Բալասանյանը բաց նամակ է հղել ԱՀ նախագահ Բակո Սահակյանին:

Նամակը, որը վերաբերում է իր դեմ մահափորձ կատարելու մեջ մեղադրվող դատապարտյալներին ներում շնորհելուն, ներկայացնում ենք ստորև. 

«Արցախի Հանրապետության Նախագահ պարոն Բակո Սահակյանին Մեծարգո պարոն Նախագահ. 2013 թվականի դեկտեմբերի 29-ին իմ դեմ կազմակերպված մահափորձի գործով Լեռնային Ղարաբաղի Հանրապետության քրեական օրենսգրքի 33-րդ, 103-րդ և 245-րդ հոդվածների հիմքով մեղադրանք է առաջադրվել և ԼՂՀ առաջին ատյանի իրավասության դատարանի վճռով ազատազրկման են ենթարկվել Արա Ռաֆայելի Ավետյանը (11 տարի) և Սերգեյ Բորիսի Հարությունյանը (9 տարի): Ես՝ որպես տուժող կողմ, ներման խնդրանքով եմ դիմում Ձեզ՝ հաշվի առնելով դատապարտյալների ընտանիքների սոցիալական վիճակը, անչափահաս երեխաների առկայությունը և Արցախի Հանրապետությունում տիրող ընդհանուր ռազմաքաղաքական իրավիճակը: Մենք մեզ դասում ենք քաղաքակիրթ պետությունների շարքում, որտեղ ներման ինստիտուտը մեծ տարածում ունի և վկայում է պետության ղեկավարի մեծահոգության և մարդասիրության մասին, ուստի խնդրում եմ Ձեզ կիրառել Ձեր սահմանադրական բացառիկ իրավունքը և ներում շնորհել Արա Ռաֆայելի Ավետյանին և Սերգեյ Բորիսի Հարությունյանին: Ոխը, չարությունը բոլորիս հաճախ հոգսերի և ալեկոծումների, երկյուղի և տարակուսանքների են մատնում, և բոլոր անկարգություններն աշխարհում տիրում են ոխակալությունից և չներելուց, իսկ մեկին ներելիս մենք ունենում ենք թեթևություն, ինքնավստահության զգացողություն, և յուրաքանչյուրի մոտ տեղի է ունենում ինքնագնահատականի կտրուկ բարձրացում: Կոչս է համայն հայ ժողովրդին՝ ուժեղ, կայուն, ամուր պետության հիմքում դրված է մեկս մյուսի նկատմամբ ունեցած հանդուրժողականությունը և ներողամտությունը: Հարգանքով՝ ԱՀ անվտանգության խորհրդի քարտուղար, Արցախի հերոս Վիտալի Բալասանյան»:
