Տարիներ շարունակ հանրության շրջանում իշխող այն տեսակետը, իբր բարեփոխումներն ընթացքի մեջ են, այլևս քննադատության չի դիմանում։ Ցանկանալը վնասակար  չէ, բայց եթե բացակայում են իրատեսական մոտեցումներն ու պատկերացումները, փորձառու և կարողունակ մասնագետները, ապա վրիպումներն ու բացթողումները կարող են աղետալի երևույթների տեղիք տալ։ Թերևս միակ խոստումնալից ճանապարհը, որը տանում է հաստատագրված զարգացման, երկարաժամկետ հավակնոտ և խորքային ծրագրերի ստեղծումն է։ Հակառակ դեպքում իշխող ուժերը թաքնվելու են հանքարդյունաբերության թիկունքում՝ հայտարարելով, որ տնտեսությունը երկնիշ աճ է գրանցել, երկիրը վերաբնակեցվել է, իսկ հանրությունը արդարացիորեն շարունակելու է դժգոհել։ Բարեփոխումների հայեցակարգ կոչվածը մի խումբ պարզ, բայց ամենակարևոր հարցերի պատասխանն է, որոնցից մենք անընդհատ խուսափում ենք, անընդհատ հետաձգում։ Ի վերջո, երբ ենք համարձակություն ունենալու բարձրաձայնել այն մասին, թե ինչպե՞ս ենք պատկերացնում այս կամ այն խնդրի լուծումը, ի՞նչպիսի արդյունք ենք ակնկալում, կառավարման ի՞նչ մոդել ենք ուզում ձևավորել։ Մեր կարծիքով, մինչև հանրային քննարկումներ չլինեն, թե ինչպիսի համակարգ ենք ուզում ստեղծել, մինչև չձևակերպենք առաջնահերթությունները, չհաշվարկենք առկա ռեսուրսները, արմատական բարեփոխումների մասին անիմաստ է խոսել։ Կառավարման որևէ ոլորտի ղեկավար երբևէ պատասխանե՞լ է այն հարցին, թե ինչպիսի՞ն է տեսնում իր կողմից ղեկավարվող ոլորտը 5-10 տարվա հեռանկարում։ Իշխանությունները այսօր էլ ոլորտների ղեկավար կադրերի հանդեպ շարունակում են կիրառել միայն, շախմատային լեզվով ասած, փոխատեղում (ռակիրովկա), որոնց ընտրության և նշանակման սկզբունքն ու տրամաբանությունը այդպես էլ մնում են անհասկանալի ու անընդունելի։ Այն խաբուսիկ պատկերն է ստացվում, իբր ձգտում ենք բարեփոխումների, անշեղ զարգացման, սակայն հասարակ մարդկանց կյանքում դրական տեղաշարժ չի արձանագրվում, և դա նաև այն պարզ պատճառով, որ մեր իշխանությունների կադրային քամահրական ու սխալ քաղաքականության արդյունքում նախարարությունները վերածվել են ընթացիկ հարցեր ու խնդիրներ լուծող հիմնարկների։

Ելնելով ստեղծված իրավիճակից բխող ժամանակի հրամայականից՝ Արցախի  «Արդարություն» կուսակցությունը ծրագրել է առաջիկայում տարբեր ոլորտների առաջատար մասնագետների մասնակցությամբ կազմակերպել հանրային քննարկումներ՝ նպատակ ունենալով ուրվագծել տվյալ ոլորտի զարգացման հեռանկարները։
