82 տոկոսի բարդույթը. նախորդ համակարգի տրամաբանությունը մնացել է
ANALYSISՀայաստանի Հանրապետության և Արցախի Հանրապետության անվտանգության խորհուրդների համատեղ նիստը հատկապես ընդդիմադիր հատվածի առանձին գործիչների սպասումները լիարժեք չի արդարացրել։
Տվյալ պարագայում՝ էականն այն չէ, թե բովանդակային հարթության վրա Արցախի խնդրի ի՞նչ լուծում են առաջարկում ընդդիմախոսները: Օրինակ, ԲՀԿ ղեկավար Գագիկ Ծառուկյանն իր տեսակետներում ճիշտ է հատկապես կոնցեպտուալ առումով։ Ի վերջո, հասարակությունն ու ընդդիմությունն իրապես տեղյակ չեն, թե Արցախի հարցում կոնկրետ ինչ քայլեր է իրականացնելու իշխանությունը, արդյո՞ք դրանք արմատապես տարբեր են լինելու վերջին քսանամյակի քաղաքականությունից, մեծացնելո՞ւ են, թե՞ նվազեցնելու են պատերազմի ռիսկերը։
Խնդիրը բնավ էլ չի վերաբերում միայն Արցախյան խնդրին։ Հեղափոխությունը Հայաստանում որակական փոփոխություններ բերել է, սակայն նախորդ համակարգի տրամաբանությունը մնացել է, առնվազն՝ իշխանություն-ընդդիմություն հարաբերություններում։
Իշխանությունը պարտավոր է ձևավորել նոր հարթակներ, որոնց միջոցով պետք է կարողանա քաղաքական կոնսենսուս ապահովել՝ գոնե համազգային խնդիրների շուրջ։
Ի վերջո, իշխանությունը պետք է դուրս գա 82 կամ 70 տոկոսանոց մեծամասնության բարդույթից՝ գիտակցելով, որ Երևանի ավագանու և խորհրդարանական ընտրությունների այդ ցուցանիշները հեղափոխական էյֆորիայի արդյունք են, ու պատկերը շատ արագ փոխվելու է հասարակական տրամադրությունների բնական սեգմենտացիայից հետո։
Ի վերջո, ընդդիմությունը մասնակից պետք է լինի կարևոր որոշումների կայացմանը։ Օրինակ՝ ոչ մի բան չի խանգարում, որպեսզի Նիկոլ Փաշինյանը ԼՂ խնդրով պարբերաբար կոնսուլտացիաներ անցկացնի ոչ միայն Արցախի իշխանությունների, այլ նաև խորհրդարանում ներկայացված խմբակցությունների ղեկավարների հետ։ Քաղաքական այդ մշակույթը տարածված է արևմտյան կայացած ժողովրդավարություններում։
Կամ վերցնենք թեկուզև երեկվա դեպքը, երբ Օպերայի հարակից տարածքում սրճարանների ապամոնտաժման խնդրի շուրջ առաջացած պայթյունավտանգ վիճակը հնարավոր եղավ հանդարտեցնել ոչ թե քաղաքային իշխանությունների, այլ տարածքում հայտնված ավագանու ընդդիմադիր անդամի ջանքերով, ով, ի վերջո, հասավ նրան, որ փողոցային քաշքշուկը տրանսֆորմացվի թեկուզև անկատար երկխոսության քաղաքապետարանի շենքում։ Ակնհայտ է, որ Օպերայի տարածքում նախօրեի լարվածությունը չէր լինի, եթե Երևանի ավագանու 82 տոկոսանոց մեծամասնությունը ժամանակին ավելի շրջահայաց լիներ ու նիստերի ժամանակ ականջալուր լիներ փոքրաթիվ ընդդիմության հնչեցրած տեսակետներին։
Նույն համոզվածությամբ կարելի է պնդել, որ խորհրդարանական սահմանադրական մեծամասնությունը շատ շուտով կհայտնվի քաղաքական, ֆունկցիոնալ ճգնաժամի մեջ, եթե առաջնորդվի «կոճակ սեղմելու» գայթակղությամբ՝ անտեսելով ընդդիմության ռացիոնալ առաջարկությունները։
Հանրային վստահությունը ոչ թե ընդդիմախոսությունն արհամարհելու, այլ հասարակական կոնսոլիդացիա ապահովելու ազդակ է։
