SOCIETYԿառավարության կողմից հայտարարված օպտիմալացման խնդիրը պարզ չէ։ Հայտնի չէ՝ ինչին է այն միտված։ Tert.am-ի հետ զրույցում ասաց տնտեսագիտության դոկտոր, պրոֆեսոր Գագիկ Վարդանյանը։
«Ամեն ոլորտային նախարարություն ունի որոշակի գործառույթ, եթե դրանք շատ են և բազմազան, ապա պետք է համապատասխան մասնագետներ և աշխատողներ լինեն։ Այս դեպքում դնել խնայողության հարց, ես կարծում եմ, տեղին չէ»,-ասաց Գ․ Վարդանյանը։
Դիտարկմանը, թե իշխանություններն օպտիմալացման քաղաքականության միջոցով ցանկանում են նաև պետական մարմինների ուռճացվածությունը վերացնել, տնտեսագետն արձագանքեց. «Չեմ կարծում, որ պետական կառավարման համակարգի աշխատողներին կարելի է նման բնութագրեր տալ։ Ուրիշ հարց կա՝ արդյո՞ք հստակ խնդիրներ դրված են եղել նախարարությունների աշխատակիցների առաջ։ Եթե խնդիրները հստակ ձևակերպված չեն, ապա գուցե առանձին նախարարություններն ավելորդ են։
Կառավարությունը հավակնոտ ծրագիր է ներկայացրել, որը ենթադրում է շուրջօրյա աշխատանք, հատկապես՝ պետական կառավարման մարմինների։ Այստեղ ընդհակառակը՝ պետական մարմինների աշխատանքը պետք է ավելի մեծ դերակատարում ունենա»։
Գագիկ Վարդանյանն ընդգծում է՝ կառավարության չափավոր կոշտ քաղաքականությունը կխթանի տնտեսության զարգացումը․ «Խոսքը Կառավարման համակարգ չափավոր ավտորիտար տարրերի ներմուծման մասին է: Մեր կառավարման համակարգում կան լավ նշանակումներ, խնդիրն այն է, որ այդ ոլորտների պատասխանատուները պետք է ներգրավվեն պրոֆեսիոնալների, որովհետև կա այստեղ համր գիտելիքի, փորձառության խնդիր»։
Մասնագետի խոսքով՝ մեկ նախարարը չի կարող համակարգել բազմաճյուղ ոլորտները, հետևաբար պետք է միավորումներից հետո սուպերնախարարությունների գործառույթները հստակեցնել, ապա նախագիծը դնել քննարկման․ «Մենք կքննարկենք ու կհասկանանք՝ որքանով են դրանք տրամաբանական»։
