Բյուջեն հեշտ լցնելու «բանաձևը»

Օրերս պարզ դարձավ, որ կառավարությունը Հարկային օրենսգրքի փոփոխություններով առաջարկվում է անցնել եկամտային հարկի մեկ միասնական դրույքաչափի՝ 2019-ի հուլիսի 1-ից սահմանելով 23%, եկամտային հարկի դրույքաչափը մինչև 2023-ն աստիճանաբար նվազեցնել 20 %: Եկամտահարկի գործող դրույքաչափերով` մինչև 150000 դրամ աշխատավարձի դեպքում հարկվում է 23%, 150000 - 2 մլն դրամի դեպքում՝ 28 տոկոս, 2 մլն դրամից ավելի դեպքում՝ 36%: ՀՕ փոփոխությամբ նախատեսվում է նաև 2020-ի հաշվետու տարում ու հաջորդող տարիներին:

Հարկ է ընդգծել նաև նախատեսվում է 2 % կետով նվազեցնել շահութահարկի դրույքաչափը ևսահմանել 18 %: Բացի շաքար պարունակող ըմպելիքներից, 2019-ի հուլիսի 1-ից սկսած՝ նախատեսվում է առաջանցիկ տեմպերով բարձրացնել ծխախոտի արտադրանքի և ալկոհոլային խմիչքների համար ակցիզային հարկի դրույքաչափերը: Առաջարկվում է բարձրացնել օղու և էթիլային սպիրտի նվազագույն իրացման գները՝ 1 լիտր 100 %-անոց սպիրտի հաշվով 3500 դրամի փոխարեն նախատեսելով 6000 դրամ, բարձրացնել գարեջրի ակցիզային հարկի դրույքաչափը և այլն:

ՀՕ-ի փոփոխությունների նախագծով առաջարկվում է 5 % և ավելի շաքար պարունակող ըմպելիքների 1 լիտրի համար սահմանել ֆիքսված 30 դրամ ակցիզային հարկ: Սա նոր հարկատեսակ է և ներմուծվում է շահութահարկի և եկամտային հարկի գծով հարկային բեռի նվազեցման հետևանքով պետբյուջեի եկամուտների կորուստը փոխհատուցելու նպատակով:

Շաքարի հարկ ավելացնելու առաջարկն առողջապահության նախարար Արսեն Թորոսյանինն է: Նա պայքարում է դեռահասների շրջանում ավելորդ քաշի դեմ: Պետք է փաստել, որ սա շատ ինքնատիպ պայքար է և այլ լայն քննարկման թեմա:

Ներկայումս ունենք մի այնպիսի իրավիճակ, երբ ակնհայտ է, որ առողջապահության նախարարը չի կարողանում կազմակերպել առողջապահության համակարգը` նրա միակ դեղատոմսը որոշակի ապրանքատեսակների թանկացումներն են: Թորոսյանը նաև չգիտի կամ չի ուզում իմանալ, որ աշխարհում ավելորդ քաշի ու դիաբետի դեմ պայքարի տասնյակ մեթոդներ կան: Վերջապես` նույն այդ չարաբաստիկ շաքարը միայն ըմպելիքներում չէ, իսկ մարդուն չես կարող արգելել` առողջ ապրելու համար ընդհանրապես ոչինչ չուտել և չխմել:

Այստեղ միանգամից հարց է առաջանում, թե ինչո՞ւ կառավարության տնտեսագետներն ու ֆինանսիստները չգիտեն, թե իրենց նոր հարկատեսակների ներմուծումն ի՞նչ հետևանքներ է ունենալու բիզնես դաշտում: Նրանք ինչի՞ դեմ ու ինչի՞ համար են օրինագծեր գրում:

Իրականում այնպիսի տպավորությունն է, որ գերխնդիրը ոչ թե տնտեսական հեղափոխությունն է, այլ` ինչով պատահի բյուջեն լցնելը: Իսկ այդ տրամաբանության մեջ ոչ միայն Թորոսյանի sugar tax-ն է տեղին, այլև ընդհանրապես առաջին անհրաժեշտության սննդատեսակների գների եռապատկումը: Հետո ինչ, որ գնողունակությունը կընկնի, արտադրողները կսնանկանան ու ձեռնարկությունները կփակվեն: Մի բան ակնհայտ է, որ չկա տնտեսության զարգացման հստակ ու անշրջելի նպատակ: Որովհետև կա բյուջեն լցնելու խնդիր ու չկան զարգացում ապահովելու համար անհրաժեշտ ներդրումներ: Որովհետև չկա գիտակցություն, որ պետք է վերականգնել արդյունաբերությունն ու արտադրանք տալ, ոչ թե ընկնել արագ ու հեշտ տարբերակի հետևից:
