Մենք ֆինանսների նախարարի տեղակալին ապացուցեցինք, որ գազավորված ըմպելիքների առնչությամբ Հարկային օրենսգրքի առաջարկվող փոփոխություններն առողջապահության հետ կապ չունեն։ Այս մասին NEWS.am-ի հետ զրույցում ասաց «Հայ Կոլա» ընկերության տնօրեն Տիգրան Հովսեփյանը՝ խոսելով ֆինանսների նախարարի տեղակալ Արման Պողոսյանի եւ գազավորված ըմպելիքներ արտադրող տնտեսվարողների միջեւ կայացած հանդիպման մասին։ 

 

«Ինքը բացահայտ ասաց, որ առաջարկն ունի ֆիսկալ նպատակ։ Առողջապահությունը օգտագործվում էր որպես պատրվակ։ Առողջապահության նախարարն էլ է այս հարցին անդրադարձել, ասպարտամը անվնաս է, ամբողջ աշխարհում այն դիաբետիկ է եւ օգտագործվում է դեղերի մեջ։ Այն մի քանի անգամ ավելի անվնաս է, քան շաքարը»,–նշեց նա։

 

 

Տիգրան Հովսեփյանի խոսքով՝ հանդիպման գնացել են 4 տնտեսվարողներով. ներկա են եղել «Մարի կոլա», «Թամադա լիմոնադներ», «Դարպաս կոլա», «Հայ կոլա» ընկերությունները։

 

Նրա խոսքով՝ վնասարակարության հարցը միանգամից ժխտվել է։ «Նախարարի տեղակալը նշեց, որ իրենք առողջապահության նախարարություն չեն, Ֆինանսների նախարարություն են եւ ունեն ֆիսկալ նպատակներ։  Մենք էլ ասեցինք, որ այդ ֆիսկալ նպատակներով վերացնելու եք մանր ու միջին բիզնեսը, ուստի դուք սխալ ուղու վրա եք։  Թվերով բացատրեցինք, ինքը ընդունեց դա, ասաց՝ մի օր ժամանակ տվեք, մենք մի հատ մտածենք այդ հարցի շուրջ մինչեւ վաղը 3-ը։ Վաղը մինչեւ ժամը 3-ը կոմպրոմիսային լուծում կառաջարկեն, որ ոչ պետությունը տուժի, ոչ տնտեսվարողները տուժեն»,–պատմեց «Հայ Կոլա» ընկերության տնօրենը։

 

«Միլենա կոլա» ընկերության ներկայացուցիչ Գարիկ Սիմոնյանն էլ NEWS.am-ի հետ զրույցում նշեց, որ Ֆինանսների փոխնախարարը հանդիպամնը խոստովանել է, որ առողջապահական հարցը երկրորդային է։ «Առողջապահական հարցը երկրորդական է, մենք սրանով ֆիսկալ խնդիր ենք լուծում»,- նշել է նախարարի տեղակալը։ 

 

Հիշեցնենք, որ գազավորված ըմպելիքներ արտադրողները պայքարում են Հարկային օրենսգրքում նախատեսվող փոփոխությունների դեմ:

 

Հարկային օրենսգրքում փոփոխություններով ու լրացումներով առաջարկվում է կիրառել ակցիզային հարկ ԱՏԳ ԱԱ 2202 ապրանքային դասակարգման ըմպելիքների նկատմամբ, որոնք են շաքարի, համային ու հոտային հավելումներով գազավորված ըմպելիքները։

 

Նշենք, որ Հարկային օրենսգրքի փոփոխությունների նախագծով առաջարկվում է 5 տոկոս եւ ավելի շաքար պարունակող ըմպելիքների 1 լիտրի համար սահմանել ֆիքսված 30 դրամ ակցիզային հարկ, այսինքն՝ այդ հարկը ներառվելու է ըմպելիքի գնի մեջ: Սա նոր հարկատեսակ է եւ այն ներմուծվում է շահութահարկի եւ եկամտային հարկի գծով հարկային բեռի նվազեցման հետեւանքով պետական բյուջեի եկամուտների կորուստը փոխհատուցելու նպատակով: Սա հարուցել է գազավորված ըմպելիքներ արտադրող ընկերությունների վրդովմունքը, նրանք այսօր կառավարության դիմաց բողոքի ցույց էին իրականացնում։
