Արդյունավետ կառավարո՞ւմ, թե՞ աննպատակ կրճատումներ
POLITICSՎերջապես հաստատվեց կառավարության կառուցվածքային փոփոխությունների նախագիծը: Այն կուղարկվի Ազգային ժողով: Նախարարությունների թիվը կրճատվեց 5-ով: 17-ի փոխարեն այսուհետ 12 նախարարություն կլինի, փոխվարչապետի երեք պաշտոնից էլ մեկը՝ առաջին փոխվարչապետի հաստիքը, կկրճատվի:
Առաջին հայացքից ամեն բան հրաշալի է թվում, որովհետև պետական ուռճացված համակարգը, որն, ի դեպ, անարդյունավետ կառավարման ու կոռուպցիայի աղբյուր է, կրճատվում է։ Ի դեպ, դեմագոգիա են հայտարարությունները, թե պետական ապարատի օպտիմալացումը գործազրկության շղթայական ալիք կառաջացնի։
Մյուս կողմից՝ պարզունակ մանիպուլ յացիա է կառավարության արածը բարեփոխում անվանելը, որովհետև չի փոխվում համակարգի տրամաբանությունը, ինչը ենթադրում է, որ կառավարումն ավելի արդյունավետ չի դառնալու։ Եթե անգամ նախարարությունների թիվը կրճատվում է, չի չեղարկվում սուպերվարչապետական համակարգը, որը «կարված» էր հատուկ Սերժ Սարգսյանի համար։ Եթե խորհրդարանական համակարգում ԱԺ վերահսկողությունից դուրս են մնում ԱԱԾ-ն, ոստիկանությունը, ՊԵԿ-ը, ապա ավտորիտարիզմի վերականգնման ինստիտուցիոնալ հիմքերը պահպանվում են, ինչն արդեն հարաբերական է դարձնում ցանկացած բարեփոխում։
Մյուս կողմից՝ օպտիմալացումը կատարվել է առանց հայեցակարգի, ինչը բերելու է սոցիալական ռիսկերի ավելացմանը ու սուպերնախարարությունների ստեղծմանը հեղափոխության հարթակում կանգնած կոնկրետ նախարարների համար, որոնք, ի դեպ, անցած գրեթե մեկ տարում չեն փայլել իրենց արհեստավարժությամբ կամ արդյունավետ կառավարմամբ։ Այլ խոսքով՝ բարեփոխում կոչված այս ամբողջ աղմուկը բերելու է ընդամենը, ըստ որոշ հաշվարկների, մոտավորապես մեկ միլիարդ դրամի տնտեսման, ինչը որակապես չի ազդելու բյուջեի վրա, էլ չենք ասում այն մասին, որ չի կարող նպաստել կառավարման արդյունավետության բարձրացմանը։
Սա ոչ միայն հեղափոխական նախաձեռնություն չէ, այլ օրակարգում է թողնում «արդյունավետ կառավարո՞ւմ, թե՞ աննպատակ կրճատումներ» հարցադրումը, որի պատասխանը կստանանք արդեն ամիսներ անց, երբ չմտածված օպտիմալացման հետևանքները հաղթահարելն անհամեմատ բարդ է լինելու։
