«Ղարաբաղյան հակամարտության կարգավորման շուրջ տեղի ունեցող արտաքին գործընթացները խիստ մտահոգիչ են, որքան էլ գործող իշխանությունները փորձեն չտեսնելու տալ կամ չխոստովանել սա:
Մինսկի խմբի համանախագահների վերջին հայտարարությանը հաջորդող Հայաստանի ԱԳՆ արագ արձագանքի բովանդակությունը վկայում է, որ գոնե արտաքին գերատեսչությունում կա խնդրի լրջության իրական ընկալումը: Հայաստանի ԱԳ-ն վերջապես Արցախին վերաբերող իր պաշտոնական հաղորդագրության մեջ հիշատակեց Վիեննայի, Սանկտ Պետերբուրգի և Ժնևի պայմանավորվածությունները: Բնական է, որ առավել կոշտ էր Արցախի իշխանությունների արձագանքը:
Անկախ ներքաղաքական զարգացումներից, Արցախի հարցը ազգային անվտանգության և արժանապատվության խնդիր է, որն ի զորու է գեներացնել ինչպես իշխանափոխության (օրինակ՝ 1997-98 թթ), այնպես էլ ազգային կոնսոլիդացիայի գործընթացներ (1992-1994 թթ և Ապրիլյան պատերազմ):
Որ ճանապարհով կընթանան պրոցեսները, հիմնականում կախված է Նիկոլ Փաշինյանից: Ի՞նչը կհաղթի իր մեջ՝ պետական մտածողության տարրը, թե՞ քաղաքական հաշվեհարդարի չհագեցող քաղցը, ցույց կտա ժամանակը»:
