POLITICSԱյս պահին տարածքային կառավարման համակարգում կրճատումները հավասարազոր են Զինված ուժերում կրճատումներին: Այս մասին իր ֆեյսբուքյան էջում գրել է hասարակական–քաղաքական գործիչ Միհրան Հակոբյանը` խոսելով կառավարության կողմից մարզպետարանների աշխատակազմի կրճատման մասին:

«Այս պահին տարածքային կառավարման համակարգում կրճատումները հավասարազոր են Զինված ուժերում կրճատումներին: Ցանկացած ռեֆորմ պետք է լինի ճիշտ ժամանակին: Պետական ապարատում միգուցե և ուռճացվածություն կա: Սակայն չկա նպատակների և գործողությունների համակարգային ուսումնասիրություն, որը թույլ կտար ռացիոնալ գնահատական տալ` որքանո՞վ է ուռճացված պետական ապարատը: Բայց սա առանձին քննարկման թեմա է:
Եթե գլոբալ առումով կրճատումների խնդիրը վիճելի է սոցիալ-տնտեսական ու բարոյահոգեբանական տեսանկյունից, ապա տարածքային կառավարման համակարգում կրճատումներն ուղղակի հարվածի տակ են դնում երկրի պաշտպանունակությունը: Հիշեցնեմ, որ պատերազմը դեռևս չի ավարտվել, արցախյան հակամարտության խաղաղ կարգավորման ոլորտում իշխանության գործողությունները, մեղմ ասած, առանձնապես չեն փայլում, իսկ Ադրբեջանը չի թաքցնում, որ պատրաստվում է լայնածավալ մարտական գործողությունների վերսկսմանը:
Հենց այս պատճառով է, որ տարածքային կառավարման համակարգում, մասնավորապես` մարզպետարանների աշխատակազմերը 30-40 տոկոսով կրճատելու հարցը վերանայում է պահանջում: Տարածքային կառավարման համակարգը բանակի թիկունքն է, պատերազմի ժամանակ մարզպետարաններն ու տարածքային կառավարման այլ հարակից հաստատություններն են ստանձնելու թիկունքային ապահովման գործողությունների կարևորագույն գործառույթները` սկսած զորահավաքին աջակցելուց, վերջացրած ինժեներական աշխատանքների ու մատակարարման հետ կապված խնդիրներով:
Այլ կերպ ասած` թիկունքի օպերատիվ կառավարման գործողությունների ողջ լոգիստիկան ուղղակիորեն կապված է տարածքային կառավարման համակարգի հետ:
Այս հարցում սխալը կարող է կործանարար հետևանքներ ունենալ: Կրճատումների ծրագիրը ներկայացրած փոխվարչապետն ու ֆինանսների նախարարը միգուցե և լավ են հասկանում ֆինանսներից, բայց հավատացեք, նրանք ոչինչ չեն հասկանում պատերազմից և պատերազմական ժամանակ բանակի թիկունքային ապահովման լոգիստիկայի կառուցվածքային նրբություններից:
Սովորական աքսիոմա է` թիկունքում խնդիրներ եղան, ճակատը երկար չի դիմանալու: Ուստի հրամայական է, որ տարածքային կառավարման համակարգում կրճատումների հարցը լրիվ առանձին քննարկվի` խնդիրը դիտարկելով պաշտպանական համակարգի և պատերազմի դեպքում թիկունքի օպերատիվ կառավարման խնդիրների համատեքստում: Անպայման խորհրդակցեք Պաշտպանության նախարարության հետ, Գլխավոր շտաբի հետ: ԱԱԽ-ի հետ մի խորհրդակցեք, իմաստ չկա»:
