ԱԺ-ում իշխող մեծամասնությունը Կառավարության դակիչը չէ, պարզապես ընդդիմության օրինագծերը խնդրահարույց են եղել. Հրաչյա Հակոբյան (տեսանյութ)

ԱԺ «Իմ քայլը» խմբակցության պատգամավոր Հրաչյա Հակոբյանը համակարծիք չէ այն քննադատության հետ, թե խորհրդարանական մեծամասնությունը մերժում է ընդդիմության առաջարկները, թեև երեկ նույնիսկ մերժեց խորհրդարանական ընդդիմության նախագծերը՝ Քրեական օրենսգրքում փոփոխություններ կատարելու մասին և «Արհեստակցական միությունների մասին օրենքում լրացումներ կատարելու մասին» հարցերը։ Նա Tert.am-ի հետ զրույցում նշեց, որ ի տարբերություն երեկվա, այսօր գրեթե միաձայն կողմն են քվեարկել ընդդիմության ներկայացրած նախագծերին։

«Ասել, որ իշխող մեծամասնությունը չի ընդունում ընդդիմության առաջարկները, սխալ եմ համարում։ Պարզապես եղել են օրինագծեր, որոնց հետ կապված հանձնաժողովի քննարկումների ժամանակ էլ տարաձայնություններ են եղել, և իշխող մեծամասնությունը գտել է, որ խնդրահարույց են, ու դեմ է քվեարկել»,-շարունակեց նա։

Դիտարկմանը, որ, օրինակ՝ Քրեական օրենսգրքում փոփոխություններ կատարելու մասին նախագծին կառավարությունը բացասական եզրակացություն էր տվել, սակայն ընդդիմությունը հույս ուներ, որ ԱԺ-ում այն քննարկման կարժանանա, Հակոբյանն արձագանքեց՝ վստահեցնելով, որ ԱԺ մեծամասնությունը մերժել է՝ ոչ կառավարության բացասական եզրակացությունից ելնելով։

«Խորհրդարանում իշխող մեծամասնությունը կառավարության դակիչը չէ, քննարկումներ եղել են, որի արդյունքում մերժվել է։ Եթե այդ օրինագիծն արվում էր՝ ելնելով մարդասիրական դրույթներից, ապա որոշ դեպքերում բանտարկյալներ են լինելու, որ բացի այն, որ ազատ կարձակվեն, դեռ պետությունն էլ բանտում գտնվելու համար պետք է վճարի և այլն։ Այսինքն՝ եղել են քննարկումներ, որի արդյունքում էլ հասկացել ենք, որ օրինագիծը պետք է մերժվի»,- ընդգծեց Հակոբյանը։

Պատգամավորը հիշում է իր այն հայտարարությունը, որ հարկ եղած դեպքում իրենք  իրենց խմբակցության ներսում ընդդիմություն կունենան, սակայն այսօր կարծում է, որ դրա անհրաժեշտությունը չկա։

«Ընդդիմությունն արդարացնում է իրեն»,-ասաց նա՝ հավելելով, որ իրենց խմբակցության ներսում քննարկում ու տարբեր կարծիքներ կան, սակայն սա չի նշանակում, որ պառակտում կա։

Հակոբյանը, արձագանքելով դիտարկմանը, որ խմբակցությունում բոլոր բանավեճերը, ի վերջո, ավատվում են վարչապետ Նիկոլ Փաշինյանի խոսքով, այսինքն՝ նա ասում է իր տեսակետը և վերջ, նշեց, թե մինչև վերջին կետին հասնելը քննարկումներ են լինում։

«Թե՛ վարչապետի հետ խմբակցության նիստերում, թե´ կուսակցության նիստերում բավականին լայն  քննարկումներ են լինում։ Ասել, որ վարչապետն ասում է ու հենց այդ պահին է ամեն ինչ հանդարտվում, այդպես չէ, քանի որ վարչապետն էլ իր տեսակետն ասում է երկարատև քննարկումներից հետո»,- հավելեց Հակոբյանը։
