«ԱՐԴԻ» հիմնադրամի Եվրոատլանտյան հետազոտությունների ծրագրի համակարգող, Բրիտանական Լեսթերի Համալսարանի Անվտանգություն, Հետախուզություն և Ռազմավարական հետազոտություններ բաժնի գիտաշխատող Էդուարդ Աբրահամյանի խոսքով՝ ինքը իրատեսական չի համարում ԼՂ-ի՝ որպես ինքնաբավ պետական կազմավորման  ներգրավումը բանակցային գործընթացում: Նա, Tert.am-ի հետ զրույցում նման դիտարկում արեց, խոսելով ՀՀ արտաքին քաղաքականության և մասնավորապես ԼՂ հիմնախնդրի կարգավորման գործընթացի վերաբերյալ:

 

«Լեռնային Ղարաբաղի ներգրավումը բանակցային գործընթացում ենթադրում է, որ պետք է այն անկախ լինի ոչ միայն Ադրբեջանից, այլ նաև՝ Հայաստանից: Լեռնային Ղարաբաղն ինքնաբավ չէ, և այն համակարգային առումով կախված է Հայաստանից և ըստ էության Հայաստանի տարածք է, Հայաստանի մարզի կարգավիճակ ունի»,- ասաց նա:

 

Էդուարդ Աբրահամյանի խոսքով՝ Արցախյան հիմնախնդրի վերաբերյալ Հայաստանի արտաքին քաղաքականությունը պետք է հիմնովին վերափոխվի՝ ելնելով ներկայիս աշխարհաքաղաքական զարգացումներից և խաղերից:

 

Ներկայացնելով իր մոտեցումները ընդհանրապես ՀՀ արտաքին քաղաքականության վերաբերյալ՝ նա նշեց, որ  ունեցել ենք անտոլոգիական թույլ արտաքին քաղաքականություն:

 

«Այն եղել է բավականին պասիվ, ռեակցիոն, ստատիկ: Ներկայիս արագ զարգացող աշխարհաքաղաքական գործընթացների մեջ նմանատիպ արտաքին քաղաքականությունն ադեկվատ չէ: Կարող է այն գեղեցիկ է, բայց որևէ տեղ չի տանում: Այն կարող էր լինել շատ ավելի պրոակտիվ՝ ելնելով այն հանգամանքից, որ գտնվում ենք ռազմաքաղաքական հակամարտության մեջ մեր պես փոքր պետության հետ, և հետևաբար պետք է լիներ պրոակտիվ՝ ռեալ պոլիտիկի վրա հիմնված՝ զերծ կոնյուկտուրային իրավիճակներից»,- ասաց նա:

 

Պատասխանելով դիտարկմանը, թե ասվում է, որ մեր աշխարհագրական դիրքը մեզ շատ բան թույլ տալ չի կարող, Էդուարդ Աբրահամյանը նշեց․ «Պատմությունը ցույց է տալիս, որ այն երկրները, որոնք ունեն աշխարհրագրական սահմանափակումներ, շատ ավելի պրոակտիվ են, և դա մոտիվացնում է նրանց շատ ակտիվ լինել»:

 

Էդուարդ Աբրահամյանի համոզմունքով՝ արտաքին քաղաքականության ճիշտ նախագծման, ռազմավարական տեսլականի դեպքում Հայաստանը կարող է ունենալ բավականին լուրջ, երկարաժամկետ արտաքին քաղաքականություն:
