Կալանավորված ՊՎԾ պաշտոնյան իրեն մեղավոր չի ճանաչում

Պաշտոնաեական լիազորությունները չարաշահելու եւ մի խումբ անձանց կողմից նախնական համաձայնությամբ փաստաթղթեր կեղծելու մեջ մեղադրվող ՀՀ պետական վերահսկողական ծառայության գնումների գործընթացների վերահսկողության վարչության պետի ժամանակավոր պաշտոնակատար Սամվել Ադյանը ցուցմունք է տվել եւ չի ընդունել առաջադրված մեղադրանքը։ Այս մասին NEWS.am–ին հայտնեց նրա պաշտպան Դավիթ Մնացականյանը։
Նա նշեց, որ իր պաշտպանյալին առաջադրված մեղադրանքի հիմքում դրվել են տարբեր անձանց ցուցմունքներ, սակայն ըստ նրա՝ այդ ցուցմունքներում չկա որեւէ փաստական տվյալ, որը կհաստատի Սամվել Ադյանի առնչությունն իրեն մեղսագրվող արարքում։
«Որեւէ կանկրետ տվյալ չկա, բոլորն ընդհանուր բնույթի ենթադրություններ են։ Ի՞նչ է նշանակում՝ սպառնացել են ստուգում իրականացնել եւ նրանք վախեցել են, ուրեմն ինչ–որ բան կա տակները, որ վախեցել են»,– ասաց նա նշելով, որ այս հարցերը ընթացքում կպարզաբանվեն։
Պաշտպանի խոսքով՝ Սամվել Ադյանի կողմից գնումների գործընթացին ապօրինի միջամտություն չի եղել։
«Բացի «Զորաշեն» ՍՊԸ–ից, հեմոդիալեզի պարագաների մատակարարման մրցույթին մասնակցել են բազմաթիվ այլ ընկերություններ, որոնք եւս արդյունքեր են գրանցել, հաղթել։ Այն ընկերությունը, որի հետ կապում են իմ պաշտպանյալին, որեւէ նյութական շահ չի ունեցել»,–ասաց նա՝ շեշտելով, որ իր պաշտպանյալն ընդամենն իր ծառայողական պարտականություններն է կատարել։
Մնացականյանը միաժամանակ հայտնեց, որ պատրաստվում են բողոքարկել Ադյանին կալանավորելու որոշումը։
Հիշեցնենք, որ ՀՀ պետական վերահսկողության ծառայության պաշտոնատար անձանց կողմից պաշտոնեական դիրքի չարաշահմամբ պետական գնումների գործընթացին առերեւույթ ապօրինի միջամտելու եւ օրինական ձեռնարկատիրական գործունեության համար խոչընդոտներ ստեղծելու դեպքերի կապակցությամբ հարուցված քրեկանա գործի շրջանակներում մեղադրանք է առաջադրվել երեք անձի։
2019 թ. փետրվարի 27-ին Սամվել Ադյանին եւ նրա ղեկավարած վարչության աշխատակից Գեւորգ Խաչատրյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 2-րդ մասով (պաշտոնեական լիազորությունները չարաշահելը, որն անզգուշությամբ առաջացրել է ծանր հետեւանքներ) եւ 325-րդ հոդվածի 2-րդ մասով (մի խումբ անձանց կողմից նախնական համաձայնությամբ փաստաթղթեր կեղծելը)։ Այս գործով մեղադրանք է առաջադրվել նաեւ «Զորաշեն» ՍՊԸ–ի ներակայացուցիչ Տարոն Ավետիսյանին՝ պաշտոնեական լիազորությունները չարաշահելուն օժանդակելու եւ փաստաթղթեր կեղծելու համար։ Երեքի նկատմամբ էլ դատարանը, որպես խափանման միջոց է ընտրել կալանավորումը։
