Կասկածելի և վախեցնող. մշակութային քաղաքականությունը՝ կրախի շեմին
POLITICSՎերջին օրերին ակտիվ քննարկվում է մշակույթի նախարարության կողմից շրջանառվող մի «աշխատանքային» փաստաթուղթ, ըստ որի, նախարարության ենթակայության տակ գտնվող մի շարք կառույցներ պետք է անցնեն օպտիմալացման գործընթացով, որի արդյունքում այդ կառույցներից որոշները կփակվեն, որոշները՝ կմիացվեն իրար: Դիցուք առաջարկվում էր միացնել Կոմիտասի քառյակը Կոմիտասի թանգարանին, ինչը սոցցանցերում տեղիք տվեց տարատեսակ հումորային քննարկումների:
Հումորը, սակայն, այս ամենի մեջ առավելապես հուսահատ բնույթ է կրում, քանի որ այլ կերպ հնարավոր չէ մեկնաբանել տեղի ունեցողը, եթե նույնիսկ այս ամենի հիմքում «աշխատանքային», ոչ թե վերջնական փաստաթուղթ է: Խոսքն, իհարկե, այն մասին չէ, որ օպտիմալացման չպետք է գնալ, չպետք է ռեսուրսների վերանայում և վերաբաշխում անել: Պետք է անել, և կան օրինակներ,երբ դա արվում է տրամաբանության շրջանակներում:
Սակայն ինքնին օպտիմալացումը մեխանիկական ու անխտրական գործընթաց չէ: Հատկապես, երբ խոսքը գնում է մշակույթի ոլորտի մասին: Մի ոլորտ, որտեղ բացի ռեսուրսների արդյունավետության խնդրից, կա նաև արժեհամակարգային քաղաքականության հարց:
Բազմիցս խոսվել է այն մասին, որ մշակույթի նախարարությունը օպտիմալացնելը չէ խնդիրը, այլ մշակութային քաղաքականության բացակայությունը, որ կկոմպենսացներ նախարարության փակումը կամ միացումը: Ավելին՝ արդյունավետության դեպքում այդ քաղաքականությունը կարող էր նույնիսկ ավելի լուրջ արդյունքների բերել: Ի վերջո, խնդիրը բովանդակային է, ոչ թե կառուցվածքային:
Եվ այս իմաստով ստացվող ազդակները դրական չեն: Փաստացի ոչ միայն օպտիմալացվում են մշակույթի նախարարությունն ու նախարարության ենթակայության տակ գործող կառույցների մի մասը, այլև չի գծվում մշակութային որևէ քաղաքականության ուրվագիծ: Ավելի շուտ՝ գծվում է, բայց այդ գիծն այնքան հուսահատեցնող է, որ դժվար է այն ընդունել որպես քաղաքականություն:
Անխտրական կերպով վերաբերվելով մշակութային արժեքներին, տպավորություն է ստեղծվում, որ կա մի վտանգավոր միտում՝ քանդել այն, ինչ ասոցացվում է հնի, անցյալի հետ: Քանդել առանց հստակ ֆիլտրերի, առանց հստակ վերանայման, պարզապես միջոցներ խնայելու հիմնավորմամբ:
