Ընդամենը շաբաթներ առաջ վարչապետ Նիկոլ Փաշինյանը, հարցազրույց տալով գերմանական Die Zeit պարբերականին՝ հայտարարել էր հետևյալը. «Ես ընտրողներին բացատրել եմ, որ մենք Հայաստանում այլևս օլիգարխներ չունենք: Դա շատերին զարմացնում է, քանի որ այդ մարդիկ դեռ տեղում են, և նրանք նույնպես չպետք է գնան: Բայց ի՞նչ է օլիգարխը: Օլիգարխն օգտվում է արտոնություններից: Նրա համար կան այլ օրենքներ, նա ազդեցություն ունի կառավարության վրա: Այսօր բոլորի համար պայմանները նույնն են»:
 
Պնդումը, որ Հայաստանում չկան այլևս օլիգարխներ, այն էլ այնպիսի համատեքստում, ինչպիսին որ ներկայացնում է Փաշինյանը, չի կարելի ընդունել միանշանակ: Բանն այն է, որ կառավարության կողմից այս ամիսների ընթացքում միլիարդների արտոնություն է տվել հենց այն գործարարներին, որոնց ժամանակին անվանել է օլիգարխ, նախորդ իշխանության ֆինանսական կտուր: Օրինակ՝ «Ալեքս տեքստիլ»-ը, «Սպայկա»-ն, ՀՀԿ-ական Վահրամ Բաղդասարյանին պատկանող ընկերությունը, ՊԵԿ նախկին նախագահ Վարդան Հարությունյանի որդիներին պատկանող Գրին Ֆարմը: Ընդ որում՝ պետական արտոնությունը արտոնության բարձրագույն ձևն է, և չենք էլ կարող բացառել, որ բացի պետականից, առկա են նաև ստվերային համաձայնություններ: Օրինակ, օրեր առաջ՝ վարչապետի աշխատակազմի գործերի նախկին կառավարիչ Գևորգ Աճեմյանը հայտարարեց, որ ըստ իր տեղեկությունների՝ կուլիսային պայմանավորվածություն կա ներկա իշխանությունների և որոշ օլիգարխների միջև, ըստ որի՝ կենսական նշանակության ապրանքների թանկացումներն ակնառու չեն լինի (3-7%), որ սոցիալական բունտ չլինի, բայց այ «էկզոտիկ» հաճույքների համար քաղաքացիները ստիպված կլինեն վճարել:
 
Ստվերի դեմ էլ, ըստ կառավարության, պայքարը անողոք է, հայտարարվում է, որ մի քանի տասնյակ հազարով ավելացել է գրանցված աշխատողների թիվը։ Այդ դեպքում գուցե մեզ բացատրե՞ն, թե ինչու բյուջետային մուտքերի մասով զգալի աճ չկա։ Հիմա՝ ստվերն այդքան մեծ չէ՞ր, որքան փորձում էին ներկայացնել, թե՞ առաջվա պես մեծ է: Իսկ եթե այդպես է, ապա ովքե՞ր են գրպանում ստվերային միջոցները, եթե էլ օլիգարխներ չկան։ Եթե չկա կոռուպցիա, չկա բյուջեի թալան, ամեն բան իր տեղում է, ինչո՞ւ թոշակները չեն բարձրանում: Եթե գռփողն իր կլանով, ինչպես հայտարարում էր Փաշինյանը, այլևս լծակներ չունի գռփելու, ինչո՞ւ դեռ չեն ավելացել մարդկանց թոշակները: Հիմա է՞լ գռփող կա, թե՞ այն ժամանակ Փաշինյանն ամեն ինչ չափազանցնում էր…
