Ծրագրային պարադիգմաներն ու կառավարության «ճեպընթացը»

Կառավարության ծրագիրը ընդունվեց՝ ստանալով միայն «Իմ քայլը» պատգամավորական 88 քվեները: Պետք է վստահաբար նշենք, որ անկախ հանգամանքից, թեայսկառավարությունը 10 կամ 110 էջից բաղկացած ծրագիր կներկայացնի, տնտեսական երկնիշ աճ կգրի, էականը դրա իրագործումն է, թող թվեր չգրվեն, բայց կառավարության արդյունավետ գործունեությունը բերի սպասված տնտեսական աճը։ ՀՀ իրականության ամենամեծ խնդիրը միշտ եղել է ոչ թե լավ կամ վատ ծրագիրը, այլ նույնիսկ վատ որակվող ծրագրի նվազագույն կետերի իրագործումը։

Մի հետաքրքրիր պարադգիմա կա ծրագրերի հետ կապված: Փաշինյանինախորդը` ԿարենԿարապետյանը, նշանակվելուց հետո հայտարարեց. «Կախարդական փայտիկ չկա: Եթե տնտեսության մեջ փոփոխություն ենք ուզում, պետք են համակարգային փոփոխություններ»: Փաշինյանը պնդում է հակառակը. «Կախարդական փայտիկ կա և այդ կախարդական փայտիկն արդեն իսկ իր գործը սկսել է և արդեն իսկ կոնկրետ արդյունքներ է ապահովել»: Սա նշանակում է, որ կամ Կարապետյանին այդ ընթացքում հաջողվել էր տնտեսությունն այնքան աշխուժացնել, որ Փաշինյանին թվացել էր, թե մի «զարկով» կարող է շատ բան փոխել, կամ էլ Փաշինյանն ընդամենը չի գիտակցում մեր տնտեսության, ինչպես Կարապետյանն է ասում, «չափազանց ծանր» վիճակը։

Կարևոր է ֆիքսել մի շատ կարևոր հանգամանք. որքան էլ Փաշինյանը հայտարարի, թե մենաշնորհ, կոռուպցիաչկա, ներդրումները 50 տոկոսովաճել են, տնտեսությունն էլ իհոգեվարքի մեջ է, որովհետև արդեն եղած խնդիրներին նորերն են գումարվել. գործազրկություն, ներդրումների իրականում ոչ թե աճ, այլ բացակայություն։Սակայն Փաշինյանն ունի կախարդական փայտիկ, ինքն է ասել, ուրեմն ինչու հասարակությունը չի տեսնում արագ փոփոխություններ, ինչու՞ է ուշանում կախարդական փայտիկի գործադրումը։ Կառավարության ոչ հեղափոխական որակվող ծրագրում ինչու՞ համարձակ քայլեր չկան, չէ՞ որ այս կառավարությունը վերջապես գտել է այն կախարդական փայտիկը, որին այդքան ձգտում էին իր նախորդները։

Այս ամենի հետ տեղ պարզ է մի բան՝ մեր կառավարությունները միշտ գրել են մեկ բան, բայց արել լիովին այլ բան։Նիկոլի կառավարությունն էլ բացառությունչէ, այս մեկ տարվա ընթացքում հաճախ ենք ականատես լինում ասածի ու արածի տարբերությանը։ Ասում են՝ ներդրումները 50 տոկոսով ավելացել են, բայց ոչ տնտեսության վրա է դա երևում, ոչ մարդկանց կենսամակարդակն է լավանում, խոսում են՝ արդարադատությանը չմիջամտելուց, որ այն կառավարության սկզբունքն է, հետո էլ հայտարարում, թե ով է այն դատավորը, որ չի լսի իրենց։Պարբերաբար շեփորահարում են՝ սուպերվարչապետությունը լավ բան չէ, բայց ոչ միայն չեն հրաժարվում դրանից, այլև նոր մեգանախարարություններ են ստեղծում։

Այնպես, որ «պարոնայք երդվյալ ատենակալներ» դերերը բաշխաված են, տեքստերը գրված, մնում է հասկանալ, թե ի վերջո ո՞ւր է սլանում «կառավարական ճեպընթացը»:
