Տեղեկատվական «բառդակը» մատնում է ներիշխանական քաոսը.
POLITICSՏեղեկատվական քաղաքականությունում ձախողումները իշխանությունները տեսնում են իրենցից դուրս` որպես պատճառ մատնանշելով կամ անբարեխիղճ լրատվամիջոցներին, կամ էլ իրենց դեմ տեղեկատվական պատերազմ վարող նախկին իշխանության ներկայացուցիչներին: Չբացառելով հանդերձ այդ երկու գործոնների դերակատարությունը իշխանության տեղեկատվական ձախողման մեջ, չենք կարող չտեսնել, որ այդ ձախողման առյուծի բաժինն ամեն դեպքում իշխանության դաշտում է: Ու խոսքն այստեղ միայն ոլորտը կարգավորող կամ ի պաշտոնե այն կարգավորելու գործառույթ ունեցողների մասին չէ: Ի պաշտոնե պատասխանատուներից առաջ, ի վերջո, կա քաղաքական մեծ թիմ, որի յուրաքանչյուր անդամ իր հերթին, իր քայլերով, խոսքերով, հարցազրույցներով, սոցցանցային գրառումներով ձևավորում է իշխանության տեղեկատվական քաղաքականությունը:
Այն, ինչ տեսնում ենք այսօր տեղեկատվական դաշտում, հետևանքն է ավելի մեծ խնդրի ` իշխող թիմում առկա ոչ համակարգված աշխատանքի: Խոսքը մասնավորապես 88 հոգանոց խորհրդարանական խմբակցության մասին է, որի անդամներից շատերը կարծես գործում են ինքզինքն, մեկուսի, առանց թիմի ու թիմային ռազմավարության: Սա, անշուշտ, կարելի է հիմնավորել պատգամավորի խղճով ու բացառապես ընտրողների առաջ ունեցած պարտավորություններով: Սա խնդրի, այսպես ասած, իրավական կողմն է: Բայց խնդրի քաղաքական կողմը ենթադրում է, որ թիմի անդամների հայտարարությունները ոչ միայն չպետք է հակասեն միմյանց, ոչ միայն չպետք է տարբերվեն այս կամ այն հարցում պաշտոնական մոտեցումից, այլև պետք է համաձայնեցված լինեն:
Համաձայնեցված լինելն, իհարկե, չի ենթադրում, թե նախկինի պես ամեն բան պետք է կառավարվի երկրի ղեկավարի աշխատակազմից: Բայց եթե թիմն ունի քաղաքական նպատակահարմարությունների ու առաջնահերթությունների հստակ պատկերացում, դրանից բխող հստակ տեղեկատվական վարքագիծ, ապա վերևից ներքև որևէ «ինստրուկտաժի» կարիք չկա: Մենք տեսնում ենք, որ հիմա չկա ոչ ինստրուկտաժը, ոչ էլ այն կոնցեպտը, որը կգծեր թիմի գործողության սահմանները:
Լավ կլիներ` մինչև ներթիմային անկազմակերպվածությունը որպես ներքին ընդդիմության ու բազմակարծության դրսևորում ներկայացնելը, իշխանությունը նախ դրսևորեր իշխանությանն ու քաղաքական թիմին բնորոշ կազմակերպվածություն, հետո նոր սկսեր խոսել ներքին ընդդիմության մասին: Այլապես տպավորություն է ստեղծվում, որ իշխանությունը բաղկացած է Նիկոլ Փաշինյանից, նրան քծնողներից ու մի շարք անհատական կամ խմբային ընդդիմություններից: Ի վերջո, ինչպես Փաշինյանն ասաց նախօրեին ` ակտիվիստի ու պաշտոնյայի կարգավիճակներն անհամադրելի են:
