Էներգետիկայի նախարարության բացակայությամբ անտեսում ենք ազգային անվտանգության առանցքային հենասյուներից մեկը․ Վ․ Դավթյան (տեսանյութ)

Էներգետիկայի նախարարության՝ որպես առանձին ինստիտուտի բացակայությունը նշանակում է, որ մենք անտեսում ենք ազգային անվտանգության համակարգի առանցքային հենասյուներից մեկը։ Այս մասին Tert.am-ի հետ զրույցում ասաց էներգետիկ ոլորտի փորձագետ Վահե Դավթյանը։

Նրա խոսքով՝ կրճատումների գնալն ամենածայրահեղ քայլն է, որին դիմում են բացարձակ ճգնաժամային իրավիճակում, մնացած բոլոր դեպքերում պետք է փնտրել մեխանիզմներ այս կամ այն կառույցի արդյունավետության բարձրացման համար։

«Հաշվի առնելով մեր էներգետիկ ոլորտի գերծանրաբեռնվածությունը, այն բազմաթիվ խնդիրները, նաև այն մարդկանց տեսակարար կշիռը, որոնք առկա են էներգետիկ համակարգում, կարծում եմ՝ համադրելով սրանք, նույն օպտիմալացումը կամ կրճատումը տանում է էլ ավելի նոր ռիսկերի ձևավորմանը»,- նշեց նա։

Հիշեցնենք, որ կառավարության կառուցվածքային փոփոխությունների նախագծով Տարածքային կառավարման և զարգացման նախարարությունը, Պետական գույքի կառավարման կոմիտեն, Ջրային կոմիտեն և Էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարությունը միավորվելու են։ Այն վերանվանվելու է Տարածքային կառավարման և ենթակառուցվածքների նախարարություն:

 

 

Ըստ Վահե Դավթյանի՝ կարելի է չունենալ էներգետիկայի նախարարություն կամ միավորել այն, եթե էներգետիկ հաղորդակցությունների մասով չկա աշխարհաքաղաքական բարդ իրավիճակ, և չկա ազատականացված շուկա։

«Սրան կարող է գնալ միայն այն պետությունը, որտեղ առկա է ազատականացված էներգետիկ դաշտ։ ԱՄՆ-ում չկա էներգետիկայի նախարարություն, էներգետիկ հիմնական դերակատարները մասնավոր բիզնեսի ներկայացուցիչներն են։ Սրա համար պետք է տասնամյակների աշխատանք, որպեսզի իսկապես ազատականացվի շուկան, այնուհետև կատարել պետական դերակատարման նվազեցման քաղաքականություն»,- նկատեց փորձագետը։
