Գյումրիի թիվ 37 հիմնական դպրոցի տնօրենը կաշառքներ է վերցրել ուսուցիչներից. Քրգործ է հարուցվել

Շիրակի մարզի դատախազությունում հարուցվել է քրեական գործ «Գյումրու թիվ 37 հիմնական դպրոց» ՊՈԱԿ-ում թույլ տրված առերեւույթ չարաշահումների դեպքի առթիվ։

Դատախազությունից հայտնում են, որ 2018 թվականի նոյեմբերի  9-ին Գյումրի քաղաքի մի խումբ բնակիչներ ՀՀ ոստիկանության Շիրակի մարզային վարչության Գյումրի քաղաքի Մուշի բաժին հաղորդում են ներկայացրել «Գյումրու թիվ 37 հիմնական դպրոց» ՊՈԱԿ-ի տնօրենի կողմից կատարվող չարաշահումների վերաբերյալ:

Նյութերի նախապատրաստման ընթացքում փաստական տվյալներ են ձեռք բերվել այն մասին, որ Գյումրու թիվ 37 հիմնական դպրոցի տնօրենը շահադիտական դրդումներով, օգտագործելով պաշտոնական դիրքը, դպրոցի ուսուցիչուհիներից մեկին 2015-2016թթ․ ուսումնական տարվա ընթացքում, շուրջ 9 ամիս, մեկ այլ ուսուցչուհու փոխարինող դասաժամերն հատկացնելու համար, որպես կաշառք նրանից  ստացել է ամսական 10000-20000 ՀՀ դրամ։

Ըստ ձեռք բերված տվյալների նույն դպրոցի տնօրենը մեկ այլ ուսուցչից 2018թ․ փետրվար, մարտ, ապրիլ ամիսներին ստացել է ամսական 50000 դրամ՝ վերջինիս հաստիքը չկրճատելու համար։

Բացի այդ դպրոցի տնօրենը, հանդիսանալով պաշտոնատար անձ, 2013-2018թթ․ դպրոցում կատարվելիք փաստաթղթերի պատճենահանումներն իրականացրել է վճարովի հիմունքներով` իրեն համար շահեկան եւ ձեռնտու պայմաններում, ինչպես նաեւ դասերի պլանները, փոխադարձ դասալսման մատյաններն ու գրանցամատյանները վաճառել է ուսուցիչներին, մինչդեռ դրանց հատկացումը անվճար է։

Նյութերի նախապատրաստման ընթացքում պարզվել է, որ գումարները դպրոցի տնօրենին է փոխանցվել դպրոցի գործավարուհու միջոցով։

Ընդհանուր առմամբ, դպրոցի տնօրենի գործողությունների հետեւանքով անձանց օրինական շահերին առերեւույթ պատճառվել է էական վնաս՝ 507․000 ՀՀ դրամի չափով։

Նկատի ունենալով, որ նախապատրաստված նյութերն իրենց մեջ առերեւույթ պարունակում են պաշտոնատար անձի կողմից կաշառք ստանալու, պաշտոնատար անձին կաշառք տալու, պաշտոնեական լիազորությունների չարաշահելու, ինչպես նաեւ պաշտոնեական լիազորությունների չարաշահմանը օժանդակելու հատկանիշներ՝ Շիրակի մարզի դատախազության դատախազի կողմից ՀՀ քրեական օրենսգրքի  311-րդ հոդվածի 1-ին մասի, 312-րդ հոդվածի 1-ին մասի, 308-րդ հոդվածի 1-ին մասի եւ 38-308-րդ հոդվածի 1-ին մասի հատկանիշներով հարուցվել է քրեական գործ:

Քրեական գործի նախաքննությունը հանձնարարվել է ՀՀ քննչական կոմիտեի Շիրակի մարզային քննչական վարչությանը:

Հիշեցնենք, որ դեռեւս 2018թ․ նոյեմբերի 20-ին Գյումրու թիվ 37 դպրոցում առերեւույթ կաշառք տալու, կաշառք ստանալու եւ կաշառքի միջնորդության փաստերի առթիվ՝ ՀՀ  քրեական օրենսգրքի    311-րդ հոդվածի 1-ին մասի, 312-րդ հոդվածի 1-ին  մասի եւ  313-րդ հոդվածի 1-ին մասի հատկանիշներով հարուցվել է մեկ այլ քրեական գործ, որի նախաքննությունը եւս շարունակվում է։
