Բանն այն է, որ վարչապետի՝ պարբերաբար հնչեցվող ներդրումային դաշտի թափանցիկության և ՀՀ–ում կոռուպցիայի վերացման մասին հայտարարությունները արդեն վստահություն չեն ներշնչում և, ըստ «Փաստի» աղբյուրների, Փաշինյանը հույսը դրել է լոկալ, տեղական հայրենասիրության ֆոնի ներքո ներդրումներ ներգրավելու վրա և մարզպետներին հանձնարարել է մարզերում կատարել խորքային ուսումնասիրություններ՝ հասկանալու, թե տվյալ մարզում ՀՀ սահմաններից դուրս ապրող ինչ գործարարներ կան, և, ըստ այդմ, յուրաքանչյուրի հետ անհատական աշխատանքներ տանել, խնդրել, որ մարզերում գումարներ ներդնեն:
