Ադրբեջանական կողմը մերժել է հայ պատանդներին ազատելու առաջարկությունը և շարունակում է շահարկել մարդասիրական հարցերը. Արցախի ԱԳՆ

Tert.am-ը մեկնաբանություն է վերցրել Արցախի Արտաքին գործերի նախարարության հասարակայնության հետ կապերի վարչության պետ Արտակ Ներսիսյանից, թե ինչ կարծիք ունեն նրա վերաբերյալ, որ Ադրբեջանը Հայաստանից ակնկալում է նաև Ադրբեջանի մյուս երկու քաղաքացիների ազատ արձակումը։

- Ինչպե՞ս կմեկնաբանեք Ադրբեջանի ԱԳՆ վերջերս արված հայտարարությունն առ այն, որ Ադրբեջանը Հայաստանից ակնկալում է նաև Ադրբեջանի մյուս երկու քաղաքացիների ազատ արձակումը։

-Նախևառաջ, անհրաժեշտ ենք համարում նշել, որ այս հարցով Հայաստանի Հանրապետությանը դիմելը զուրկ է որևէ հիմքից։ Արցախում դատապարտված ադրբեջանցի հանցագործների խնդրով  պաշտոնական Բաքվին անհրաժեշտ է ուղղակիորեն դիմել պաշտոնական Ստեփանակերտին, որը դեռևս անցյալ տարվա դեկտեմբերին, որպես բարի կամքի դրսևորում,  պատրաստակամություն էր հայտնել օրենքի շրջանակներում դիտարկել Ադրբեջանի քաղաքացի Էլնուր Հուսեյնզադեին վաղաժամկետ ազատ արձակելու հնարավորությունը, ով Արցախի տարածքում չի գործել ծանր կամ առանձնակի ծանր հանցագործություններ։

Միևնույն ժամանակ, Արցախի Հանրապետության Արտաքին գործերի նախարարությունը կոչ է արել պաշտոնական Բաքվին, որպես պատասխան քայլ, ազատել Ադրբեջանում գտնվող հայ պատանդերին, առաջին հերթին՝ նրանց, ովքեր ունեն առողջության հետ կապված ակնհայտ խնդիրներ։ Ադրբեջանական կողմը մերժել է առաջարկությունը՝ բացարձակ անտարբերություն ցուցաբերելով  ինչպես իր քաղաքացու ճակատագրի, այնպես էլ միջազգային մարդասիրական իրավունքով ստանձնած իր պարտավորությունների հանդեպ։ Ադրբեջանական իշխանությունների նման դիրքորոշումը տվյալ հարցի շուրջ կասկածներ չի թողնում պաշտոնական Բաքվի իրական մտադրությունների մասին։

Խստորեն հետևելով Արցախի Հանրապետության օրենսդրությանը՝   ս.թ. փետրվարի 2-ին պատիժը կրելու ժամկետի ավարտի հետ կապված ազատ է արձակվել Ադրբեջանի քաղաքացի Էլնուր Հուսեյնզադեն, ով Արցախի Հանրապետության դատարանի վճռով դատապարտվել էր երկու տարի ազատազրկման` ԼՂՀ պետական սահմանը ապօրինի հատելու համար /Քրեական օրենսգրքի 350-րդ հոդված/։ Էլնուր Հուսեյնզադեն դիմել է Արցախի Հանրապետության իշխանություններին՝ իրեն Ադրբեջան չվերադարձնելու խնդրանքով։ Դիտարկվում է նրան երրորդ երկիր հանձնելու հնարավորությունը։

Ինչ վերաբերում է Ադրբեջանի կողմից մարդասիրական թեմաներով շահարկումներին, ապա անհրաժեշտ է նշել, որ ծանր հանցագործություն կատարած անձանց վերաբերող հարցերը գտնվում են այլ հարթությունում։ Ադրբեջանի կողմից հիշատակվող Դիլհամբ Ասկերովն ու Շահբազ Գուլիևը հանցագործներ են, որոնք մեղավոր են ճանաչվել ազգային ատելության շարժառիթներով անչափահասի առևանգման ու սպանության և մի շարք այլ հանցագործությունների մեջ։

Ավելորդ չէ հիշեցնել, որ Ադրբեջանում նման հանցագործներին հերոսացնելու տխրահռչակ  նախադեպեր կան։
