Խաղաղության մասին պետք է զգույշ խոսել
ANALYSISԵրեկ Եռաբլուրում Հայաստանի արտգործնախարար Զոհրաբ Մնացականյանը հայտարարել է, որ խաղաղությանն այլընտրանք չկա, խաղաղության այլընտրանքը կատասրոֆան է: Իհարկե, միայն սա չէ, որ պարոն Մնացականյանը հայտարարել է լրագրողների հետ այսօրվա իր զրույցում: Նա նաև խոսել է բանակցային գործընթացի մասին ընդհանրապես:
Սակայն խաղաղության մասին նրա դիտարկումները ամենաքննարկվողն են: Խաղաղության մասին առաջին անգամ վերջին շրջանում խոսվեց Մնացականյան-Մամեդյարով հանդիպումից հետո: ԵԱՀԿ Մինսկի խմբի կողմից ընդհանուր հայտարարության մեջ նշվում էր, որ կողմերը պայանավորվել են խաղաղության նախապատրաստել ժողովուրդներին:
Հայաստանում այս ձևակերպումը բավական ցավոտ է ընկալվել: Պատճառներից մեկն, իհարկե, այն խորհրդավոր ֆոնն է, որն այժմ առկա է արցախյան խնդրի շուրջ տեղի ունեցող բանակցություններում: Մյուս կողմից էլ տպավորություն է ստեղծվում, թե հայ ժողովուրդը բարբարոս կամ վայրենի է, ու նրան պետք է պատրաստել խաղաղության, այլապես նա պատերազմ է տենչում: Իհարկե, ձևակերպումն ինքնին դիվանագիտական լեզվով է արված ու նաև հաշվի առնելով ադրբեջանական կողմի իրական մոտիվացիան, դժվար թե բանը հասնի խաղաղության պատրաստելուն:
Խաղաղության հարցը Հայաստանում բավական ցավոտ է ընկալվում նաև մեկ այլ պատճառով: Ավանդաբար խաղաղության մասին զրույցները համարվում են պարտողական կամ զիջողական դիրքորոշում: Ամեն ինչ սկսվել է Լևոն Տեր-Պետրոսյանի՝ «Պատերազմ թե խաղաղություն» հայտնի հոդվածից և դրան հետևած հրաժարականից: Այն պահի քաղաքական իրավիճակում, թե հայտնի հոդվածը, թե հրաժարականն իր բովանդակությամբ հանդերձ ընկալվեց, որպես պարտվողականության ձախողում: Տեր-Պետրոսյանն էլ իր հերթին բաժանեց քաղաքական դաշտը պատերազմի և խաղաղության կուսակցությունների: Եվ այս ֆոնը, իհարկե որոշակի փոփոխություններով, բայց պահպանվել է մինչև հիմա: Այդ ֆոնը հատկապես ակտիվացավ նաև 2017թ. Խորհրդարանական ընտրություններում, երբ Տեր-Պետրոսյանի գլխավորությամբ Հայ ազգային կոնգրեսը ընտրություններին մասնակցեց խաղաղության կարգախոսով և արժանացավ քննադատությունների ընտրությանը մասնակից գրեթե բոլոր ուժերի կողմից, վերջնարդյունքում չհայտնվելով խորհրդարանում:
Ըստ այդմ, անկախ ղարաբաղյան բանակցային պրոցեսում այժմ տեղի ունեցող պրոցեսներից, հայաստանյան իշխանությունները պետք է զգուշավորություն ցուցաբերեն ու ճիշտ ընտրեն բառերը, որոնք կարող են մի կողմից վատ ասոցացիաներ ունենալ հասարակության մոտ, մեկ այլ կողմից քաղաքական մրցակիցները կարող են դրանք դարձնել շահարկման առարկա:
