Նախօրեին պետական մի քանի առանցքային գերատեսչությունների ղեկավարներ զուգահեռաբար հայտարարեցին ծառայողական մեքենաների քանակը նվազեցնելու մասին: Այս հայտարարությունները համընկան պարգևավճարների աղմկահարույց քննարկումների հետ: Ակնհայտ է, որ իշխանությունն այս քայլով փորձեց մեղմել վարկանիշային ռիսկերը, որոնք առաջացել էին պարգևավճարների շուրջ քննարկումների հետևանքով: Ինչ–որ առումով սա, անշուշտ, գովելի է ու ցույց է տալիս, որ իշխանությունները մտահոգված են հանրային կարծիքով: Մյուս կողմից էլ, սակայն, դժվար չէ նկատել գործողությունների պարզունակությունը, երբ ցավոտ մի թեման փորձ է արվում պարզապես քողարկել հանրության ականջին հաճո մեկ այլ թեմայով: Սա էլ իր հերթին նշանակում է, որ վտանգ կա, որ կոնկրետ թերացումների հարցում ոչ միայն չեն գտնվի համակարգային լուծումներ, այլև իշխանությունը կանցնի բացառապես մանիպուլ յատիվ գործելակերպի՝ ցանկացած քննադատությունից հետո հասարակությանն ինչ–որ բան զիջելով:

Այնուամենայնիվ, այսպես կոչված, «պադավատների» ջարդը որոշակիորեն ստացավ դրական արձագանքներ: Պատճառը շատ պարզ է: Նախորդ իշխանությունների օրոք ծառայողական մեքենաների թիվն ահռելիորեն ուռճացվել էր: Այն դարձել էր նախորդ իշխանության քաղաքականության դրսևորումներից մեկը, երբ յուրայինների բանակը խրախուսվում էր բազմաքանակ ծառայողական մեքենաներով: 

Նոր իշխանությունները նաև ընդդիմություն եղած ժամանակ այս մասին բազմիցս են խոսել: Պարզ էր, որ ինչ–որ մի պահի նրանք այս խնդրին անդրադառնալու էին: Վատ է, իհարկե, որ խնդրին անդրադարձը եղավ բացառապես պահի ազդեցության տակ՝ կրելով բացառապես պոպուլիստական երանգ: Չքննարկվեց, չբացատրվեց ծառայողական մեքենաների արդյունավետության հարցը: Ի վերջո, ինչքան էլ այդ մեքենաների ընկալումը հանրության մոտ բացասական լինի, պարզ է, որ դրանք ադմինիստրատիվ կառավարման օպերատիվության կարևորագույն մասն են կազմում: Հատկապես Հայաստանում, որտեղ տեղական ինքնակառավարումը թույլ է, և հաճախ կառավարության պատասխանատուներն են ստիպված հայտնվել այս կամ այն խնդրի կիզակետում:

Հաշվի առնելով, որ ծառայողական մեքենաների խնդրին տրվում է պահի լուծում բացառապես վարկանիշային նկրտումներից ելնելով, կա մտահոգություն, որ ինչպես այս, այնպես էլ ապագայում այլ հարցերի դեպքում կառավարությունը հասարակական դժգոհությունների վախից կարող է գնալ նման քայլերի: Ոչ համակարգային, այլ սոսկ պահի թելադրանքով: Իսկ սա նշանակում է ոչ այլ ինչ, քան իշխանությունը հանձնել փողոցին ու դրա տարատեսակ խմբերին, հարմարվել այդ խմբերի քմահաճույքներին:

Այնինչ, թե՛ ծառայողական մեքենաների, թե՛ պարգևավճարների հարցը պետք է դիտարկվեին ու լուծումներ ստանային կառավարության աշխատանքի արդյունավետության տեսանկյունից, ոչ թե հասարակության դժգոհության վախից կամ հասարակությանը դուր գալու ցանկությունից: Փոխանակ պարգևավճարների աղմկահարույց թեման խորքային քննարկման առարկա դարձնելու ու դրան համակարգային լուծումներ տալու, փաստորեն, ընտրվում է հասարակության դժգոհությանն արժանացած խնդիրը մոռացության տալու մարտավարությունը: Կարճաժամկետ առումով սա գուցե հաջողի, բայց երկարաժամկետ հեռանկարում սա նշանակելու է կառավարության արդյունավետության ստորադասում փողոցին, ինչի հետևանքներն ապագայում իրենց մասին խոսել կտան:
