Խոշոր չափերի հափշտակություն Ստեփանավանի օդանավակայանում. հարուցվել է քրգործ
POLITICSՊետական գույքի կառավարման կոմիտեից և արտակարգ իրավիճակների նախարարությունից ստացված տեղեկատվության հիման վրա գլխավոր դատախազության պետական շահերի պաշտպանության վարչության իրականացրած ուսումնասիրությամբ պարզվել է, որ կառավարության 2014թ. մարտի 6-ի որոշման հիման վրա «Ն...» ընկերության և արտակարգ իրավիճակների նախարարության միջև կնքվել է գլխավոր շինարարական կապալի պայմանագիր՝ Ստեփանավանի օդանավակայանի վարչական շենքում և տարածքներում կառուցապատման և կապիտալ վերանորոգման աշխատանքներ իրականացնելու մասին: Այդ մասին տեղեկացնում է դատախազության մամուլի ծառայությունը։
Չնայած այն հանգամանքին, որ պայմանագրի 4.2 կետի համաձայն ընկերությունը նախատեսված աշխատանքները պետք է կատարեր իր ուժերով, նյութերով, սարքավորումներով, գործիքներով՝ ուսումնասիրությամբ պարզվել է, որ նախարարության պատասխանատու պաշտոնատար անձինք, իրենց պաշտոնեական դիրքը ծառայության շահերին հակառակ օգտագործելով, անտեսելով պայմանագրով նախատեսված վերը վկայակոչած պայմանը, կառուցապատման աշխատանքներ իրականացնելու համար Ընկերությանը տրամադրել են 255.628.840 ՀՀ դրամ արժեքի մետաղյա սալիկներ և այլ գույք:
Դրանից 107.872.072 ՀՀ դրամ արժեքի գույքը ընկերության կողմից օգտագործվել է օդանավակայանի շինարարական աշխատանքներում, որով էական վնաս է պատճառվել պետության օրինական շահերին՝ առաջացնելով ծանր հետևանքներ:
Բացի դրանից, նախարարությունում անցկացված ծառայողական քննության արդյունքում արձանագրվել է նաև, որ առկա է ընկերության կողմից նախարարությանը վերադարձված և վերջինիս հաշվեկշռում գտնվող մնացած 147.756.768 ՀՀ դրամ արժեքի սալիկներից ընդհանուր 7.537.708 ՀՀ դրամի 478 հատ մետաղյա սալիկների պակասուրդ:
Նկատի ունենալով, որ արձանագրված խախտումներն առերևույթ պարունակում են առանձնապես խոշոր չափերով հափշտակություն կատարելու և նախարարության պատասխանատու պաշտոնատար անձանց կողմից պաշտոնեական լիազզորությունները չարաշահելով անզգուշությամբ ծանր հետևանքներ առաջացնելու հանցագործության հատկանիշներ՝ ՀՀ գլխավոր դատախազության պետական շահերի պաշտպանության վարչությունում ՀՀ քրեական օրենսգրքի 179-րդ հոդվածի 3-րդ մասի 1-ին կետով և 308-րդ հոդվածի 2-րդ մասով հարուցվել է քրեական գործ:
