INTERVIEW«Ներկայացվող նախագիծը աղքատին ավելի աղքատացնելու է, հարուստին՝ ավելի հարստացնելու, և չի արտահայտում հեղափոխություն արած ժողովրդի պահանջը»,- «Առաջին լրատվական»-ի հետ զրույցում գնահատելով Հարկային օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը՝ ասաց հանրային ֆինանսների և կառավարման փորձագետ Հովհաննես Ավետիսյանը:
Մեր զրուցակցի խոսքով՝ հարկային օրենսդրությունը փոփոխելուց առաջ նախ պետք է անդրադառնալ ռազմավարական ծրագրերին, մասնավորապես տնտեսական զարգացման ծրագրին և, այդ ծրագրի շրջանակներում ելնելով թիրախներից, նոր որոշել, թե ինչ Հարկային օրենսգիրք ենք նախընտրում. «Այդ ռազմավարական ծրագրերը, սակայն, դեռ չկան, բայց փորձում են փոփոխել Հարկային օրենսգիրքը»:
Փորձագետը խնդիրներին շարքին է դասում այն, որ որպես քաղաքականության փաստաթուղթ՝ դա չի համապատասխանում այն անհրաժեշտ գործընթացին, որով պետք է անցներ այդ փաստաթուղթը. «Օրինակ՝ չեն երևում ֆինանսական և տնտեսական ազդեցության գնահատականի փաստաթղթեր, որոնք անհրաժեշտ են ցանկացած նորմատիվ իրավական ակտի համար, և որոնք պետք է հանձնվեին հանրության դատին»:
