Ի՞նչ է կատարվում պետական կառավարման համակարգում
ANALYSISԱյն, որ իշխանության մեջ կադրերի առումով շատ լուրջ խնդիրներ կան, նորություն չէ: Ու հարցը միայն, այսպես կոչված, «կադրային սովը» չէ: Մեր երկիրը, խոշոր հաշվով, երբեք էլ «կադրային սով» չի ունեցել: Հարցն այն է, թե ինչ սկզբունքով են ընտրվում կադրերը՝ մի կողմից, և որքանով են նորմալ կադրերը պատրաստ աշխատել նորերի հետ՝ մյուս կողմից: Նախօրեին Քննչական կոմիտեի նախագահի տեղակալ Արթուր Ղամբարյանի հրաժարականը ու բնապահպանության և ընդերքի տեսչական մարմնի ղեկավար Արթուր Գրիգորյանի անակնկալ ազատումը պաշտոնից մեկ անգամ ևս եկան փաստելու, որ ընդհանուր առմամբ պետական համակարգում, մեղմ ասած, ամեն ինչ չէ, որ առողջ է: Ղամբարյանի նման մասնագետի հեռանալը գուցե լավ է իր համար, փաստաբանական համակարգի համար, սակայն ինքնին անհանգստացնող է պետական ապարատի, այս դեպքում՝ իրավապահ համակարգի համար: Իսկ Գրիգորյանի «ոտքի վրա» ազատումը մտահոգիչ է կադրերի ընտրության սկզբունքների ու անաչառության տեսակետից: Մեր տեղեկություններով, իշխանություններն այս փուլում փորձում են համալրել կադրային ահռելի բացը, որ ունեն, սակայն մի կողմից հիմնական չափորոշիչը «պոլի փետի» հայտնի սկզբունքն է ու այն, թե որքանով տվյալ անձը արագ կանցնի «թրի տակով», այն է՝ համակերպվող, ենթակա, կատարող կլինի՝ առանց հակադրման ու նախաձեռնողականության որևէ նշույլի, մյուս կողմից կայացած շատ անձանց վիրավորում է ձևավորված ինչ–որ անհասկանալի հանձնաժողովի միջոցով «քննական» այն պրոցեսը, որով պիտի անցնի պոտենցիալ թեկնածուն: Վերջապես, մենք պարբերաբար տեղեկություններ ենք ստանում, որ տարբեր պետական գերատեսչություններում ներկայումս աշխատողներից ոմանք ևս նպատակ ունեն առաջիկայում ազատվել աշխատանքից: Ընդ որում, պատճառները բավական տարբեր են ու դրանց մեջ ցածր աշխատավարձը ամենավերջին տեղերից մեկում է:
