Խտրական «հավասարությունը» Սերժի և Նիկոլի «վախտ»
ANALYSIS«Նաիրի ինշուրանսի» հետ կապված աղմուկը ևս մեկ անգամ ստիպեց մտորել «հավասարների» և «ավելի հավասարների» մշտական դիլեմայի մասին: Բնավ կասկածի տակ չդնելով պատկան մարմինների գործունեության անաչառությունը, ինչպես նաև կոնկրետ այս դեպքում հնարավոր խախտումների առկայության հնարավորությունը, չենք կարող չարձանագրել մի քանի բան: Հայաստանում ապահովագրական ընկերությունները շատ չեն, դրանք կարելի է հաշվել ձեռքի մատների վրա: Ավելին՝ քիչ թե շատ այդ ոլորտի հետ թեկուզև հպանցիկ շփում ունեցողները գիտեն, որ ընկերությունների աշխատելաոճը առանձնապես չի տարբերվում: Այս իմաստով առավել տրամաբանական կլիներ, եթե պետությունը ոլորտում հնարավոր խախտումների դեմ պայքարին ձեռնամուխ լիներ համակարգային, ոչ թե խտրական մոտեցմամբ: Այս խտրական մոտեցման տպավորությունն, ընդ որում, անընդհատ ներկա է: Ձերբակալվում է մանկապարտեզի մեկ տնօրեն, կարծես միայն այդ տնօրենն է, որ կոռուպցիոն գործարքներում կարող էր մասնակից լինել, քանդվում է մեկ ապօրինի շինություն, կարծես միայն այդ շինությունն էր ապօրինի Երևանում: Գուցե այս ամենը պատահականություն է, այն իմաստով, որ առանձին դեպքերն են հայտնվում պատկան մարմինների ուշադրության կենտրոնում, բայց ոչ երբեք համակարգային խնդիրները: Ոչ ոք չի վիճարկում անօրինականությունների դեմ պայքարելու կարևորությունը, մեղավորներին պատժելու անհրաժեշտությունը: Լրիվ ընդհակառակը: Բայց նույն այդ պատահականությունների շարքում երևում է ներկայիս իշխանության քաղաքական հակառակորդների, քաղաքական թիրախների ստվերը: Գուցե սա ևս պատահակա՞ն է: Հաշվի առնելով, որ հետհեղափոխական Հայաստանում իշխանության հասցեին հնչող ցանկացած մտահոգություն ստանում է՝ «բա Սերժի վախտ լա՞վ էր» որակի արձագանք, նշենք, որ, իհարկե, լավ չէր: Ավելին՝ արդարադատության խտրական կիրառումը ունեցել է գրեթե կազմակերպված բնույթ «Սերժի վախտ»: Բայց հիմա մենք ապրում ենք «Նիկոլի վախտ»: Իսկ Նիկոլի և Սերժի վախտերի միջև ճանապարհն անցել է հեղափոխությամբ: Սա ուղղակի, որպես հիշողության թարմացում:
