Վարչապետի աշխատակազմի ղեկավար Էդուարդ Աղաջանյանն  իր ֆեյսբուքյան էջում գրում է. Հետևելով վերջին երկու օրերի ամենահաճախ քննարկվող թեմաներին, ուզում եմ անել մի քանի դիտարկում։ Զարմանալիորեն ամենաքննարկվածը դա մարզպետերի այսպես կոչված «շռայլ» պարգևավճարներն էին։ Եվ այս համատեքստում մեզ որոշները համեմատում են նախկինների հետ, թե իբր տեսեք, սրանք նրանցից առանձնապես չեն էլ տարբերվում։ Ցավոք այս պահին ես որոշ մանրամասներ նախկին գործելակերպի վերաբերյալ չեմ կարող հրապարակել, քանի որ օրենքի պահանջներով եմ կաշկանդված: Սակայն, հաշվի առնելով այն, որ տվյալ հարցի հենց բարոյական կողմն էր ամենահաճախը շահարկվում, հարկ եմ համարում անդրադարձ կատարել հարցի հենց այդ կողմին։ Ես կարծում եմ, որ այս դիսկուրսում ամբողջությամբ անտեսվել է պաշտոնյաների աշխատանքային ժամերից դուրս կատարած աշխատանքը։ Իսկ արդյո՞ք քաղ. հասարակությունը կամ լրագրող հանրությունը տեղյակ է, որ ՀՀ կառավարության գրեթե բոլոր առանցքային պաշտոնյաները (այդ թվում մարզպետերը) միջինը օրական 12-14 ժամ աշխատանքային գրաֆիկով են ապրում, չհաշված շաբաթ-կիրակիները։ Իսկ արդյո՞ք դա ևս հանրային ուշադրության պետք է արժանանա, թե այլ բան չէր էլ ակնկալվում, 14 էլ չէ, պիտի օրական 18 ժամ աշխատեն և ստացած աշխատավարձն էլ հանգանակեն բարեգործական կազմակերպություններին։ Եվս մոտեցում է, կարելի է քննարկել։ Հաջորդ կարևորագույն արձանագրումը հետևյալն է. Չնայած, որ մենք հստակ նպատակ ենք դրել պետական կառավարման ոլորտը մասնավորի հետ մրցունակ դարձնել, առնվազն աշխատավարձերի տեսանկյունից (մենք հավատացած ենք, որ ոլորտի լավագույն մասնագետներին պետական կառավարման համակարգ ներքաշելու այլ տարբերակ չկա), այնուամենայնիվ եղել է հստակ որոշում, որ դա չպետք է լինի բյուջեից հավելյալ միջոցների տրամադրման հաշվին (փաստացի որևէ այլ բյուջետային ֆինանսավորում պահանջող ծրագրի հաշվին), այլ ի հաշիվ միայն հմուտ և արդյունավետ կառավարման արդյունքում ձևավորված խնայողությունների։ Եվ հենց դա մենք իրականացրել ենք։ Ընդ որում, այսքան քննարկված մարզպետարանների հավելավճարների բաշխման աղբյուրների 80%-ը ոչ միայն առաջացել է ուղղակի խնայողությունների արդյունքում, այլ կոնկրետ աշխատավարձային ֆոնդի խնայողությունների հաշվին։  Իհարկե ողջունելի է, որ մամուլը մեր գործոընեությանը խոշորացույցով է հետևում, բայց կարծում եմ այնուամենայնիվ այս պատմության մեջ օբյեկտիվության մեծ պակաս կա։ Երկրորդ ամենաքննարկված հարցը Բնապահպանության և ընդերքի տեսչական մարմնի նախկին ղեկավար Արթուր Գրիգորյանի աշխատանքից ազատումն էր։ Հաշվի առնելով, որ կա տպավորություն, թե իբր տվյալ որոշումը անակնկալ էր պարոն Գրիգորյանի համար, հարկ եմ համարում նշել, որ նրան նախապես տեղեկացվել է վարչապետի որոշման մասին։  Հավելեմ նաև, որ տեսչական մարմնի ղեկավարի պաշտոնը վարչական պաշտոն է: Այն հանրային իշխանության մարմիններում նշանակովի պաշտոն է, որը զբաղեցնող պաշտոնատար անձն ապահովում է Հայաստանի Հանրապետության Սահմանադրությամբ և օրենքներով տվյալ մարմնին վերապահված լիազորությունների արդյունավետ իրականացումը և պատասխանատվություն է կրում իր պաշտոնից բխող նպատակների և խնդիրների իրականացման համար: Տեսչական մարմնի ղեկավարին պաշտոնից ազատում է Հայաստանի Հանրապետության վարչապետը: Իսկ առհասարակ կառավարության կադրային նշանակումները և ազատումները միտված են առավել բարձր մակարդակի մասնագետների ներգրավմանը, կառավարության աշխատանքի առավել արդյունավետ կազմակերպմանն ու առաջադրված նպատակների իրականացմանը:
