«Պրեմյա» յուրայիններին, օպտիմալացում՝ մյուսներին
ANALYSISՀանգստյան օրերի հիմնական տեղեկատվական առիթը պարգևավճարների թեման էր: Մի շարք մարզպետներ Ամանորի շեմին որոշել էին իրենց և իրենց տեղակալներին, օգնականներին բարձր պարգևավճարներ տրամադրել:
Նոր իշխանությունների ցանկացած քայլ, այդ թվում՝ ֆինանսական գործարքների հետ առնչվող, գտնվում է հասարակության ուշադրության կենտրոնում, ինչը բնական է: Նախորդ իշխանության հետ կապված կարծրատիպերը վերջնականապես արմատախիլ չեն եղել, իսկ իշխանության վարքը դեռևս այդ կարծրատիպերին որոշակի կենսունակություն է հաղորդում: Խնդիրը, սակայն, ոչ թե պարգևավճարն է ինքնին, այլ այն, որ իշխանությունները շարունակում են անփութորեն վատնել իրենց վստահված ահռելի քաղաքական կապիտալը: Հասարակությունն ակնկալում է որակապես նոր մակարդակի վերնախավ, որի հանդեպ, բնականաբար, խստապահանջ է, իսկ վերնախավը ոչ միայն հեռու է ասկետիզմի դրսևորումներից, այլ լրիվ հակառակը: Ավելին՝ նույնիսկ նեղսրտում են, թե ինչո՞ւ են համեմատվում ՀՀԿ–ի հետ կամ արդյո՞ք իրավունք չունեն խաշ ուտելու:
Խնդիրն ունի մեկ այլ կողմ ևս: Իշխանությունները անընդհատ հայտարարում են կառավարության օպտիմալացման և արդյունավետության բարձրացման մասին, որոնք ենթադրում են որոշակի ցավոտ ռեֆորմներ: Արդեն սեղանին կա դրված կառավարության կառուցվածքային փոփոխությունների նախագիծը, և ենթադրվում է, որ որոշ նախարարություններ կմիավորվեն, որոշները ընդհանրապես կփակվեն: Եվ այս պայմաններում պարգևավճարների աղմկահարույց թեման, անշուշտ, կուռ հակափաստարկ է ընդդեմ այդ փոփոխությունների: Ստացվում է՝ այդ փոփոխություններն արվում են այլոց, բայց ոչ երբեք քաղաքական թիմի հաշվին: Մոտավորապես նույն կերպ էլ փաստացի բաժանվել են պարգևավճարները՝ իրենք իրենց, բայց ոչ ստորին և միջին օղակի աշխատողներին, որոնք ունեն այդ պարգևավճարների և դրանցով մոտիվացվելու կարիքը: Փոխարենն այդ ստորին և միջին օղակի աշխատողների գլխին անընդհատ թափահարվում է օպտիմալացման սպառնալիքը: Բացի կադրային սնանկությունից, այս քաղաքականությունը կարող է տանել մեկ այլ տեղ ևս, երբ օպտիմալացման վախից բոլոր օղակներում սկսվի կուսակցականացման պրոցես, պարզապես այս դեպքում ՀՀԿ–ի փոխարեն կսկսվի հոսք դեպի ՔՊ՝ բնականաբար աշխատանքը չկորցնելու նկրտումներից ելնելով:
