Ազգային անվտանգության ծառայությանն ու ոստիկանությանը նախարարությունների կարգավիճակ տալու հարցը բուռն քննարկումների առիթ է տվել: Մասնավորապես, դրա անհրաժեշտության մասին նախորդ օրը խոսել է «Լուսավոր Հայաստան» խմբակցության ղեկավար Էդմոն Մարուքյանը: Իսկ ԱԺ նախագահ Արարատ Միրզոյանը նշել է, որ լրջագույն քաղաքական սխալ կհամարի այդ կառույցներին նախարարության կարգավիճակ տալն ու կրկին քաղաքականացնելը: 

ԼՈւՐԵՐ.com-ի թղթակցի հետ զրույցում, կառավարման փորձագետ Սերոբ Անտինյանն անդրադարձավ աշխարհում  կառավարման մոդելների գոյության և դրանց գործունեության տրամաբանությանը: Նա նշեց՝ պետության խորհրդարանական կառավարման մոդելում առաջնային մանդատով ընտրվող միակ բարձրագույն պետական մարմինն Ազգային ժողովն է և բոլոր մյուս մարմինները, այդ թվում՝ կառավարությունը, ածանցվում են Ազգային ժողովից. «Դասական պառլամենտարիզմը ենթադրում է, որ չի կարող գործադիր օղակում լինել որևէ կառույց, որը հաշվետվողականություն չունենա Ազգային ժողովի առջև: Դասական կառավարման տրամաբանությունն այն է, որ բոլոր կառույցները, այդ թվում՝ ուժային կառույցները, ունենան այնպիսի պետական մարմնի կարգավիճակ, որոնք լինեն խորհրդարանական վերահսկողության ներքո և խորհրդարանի նկատմամբ ունենան հաշվետվողականություն»,-նշեց փորձագետը: 

Թե որքանով երկու կառույցները նախարարությունների կարգավիճակում կգործեն արդյունավետ՝ Անտինյանն ասաց. «Յուրաքանչյուր կառույցի գործունեության արդյունավետութուն ունի ինչպես ինստիտուցիոնալ, այնպես էլ ֆունկցիոնալ հիմք: ԱԺ պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովի նախագահ ընտրված Անդրանիկ Քոչարյանի խոսքում էլ այդ ուղերձը հստակ կար, որ ԱԱԾ-ն և ոստկանությունը բերվեն խորհրդարանական վեահսկողության ներքո, ունենան նախարարության կարգավիճակ, որը կառավարման մոդելի խնդիրն է, ինստիտուցիոնալ հարց: Իսկ դրանք կգործեն արդյունավետ, թե ոչ՝ արդեն ֆունկցիոնալ խնդիր է»,- ասաց Անտինյանը: 

Նրա կարծիքով՝ այդ կառույցները խորհրդարանական վերահսկողության տակ դնելը որևէ կերպ չի խոչընդոտի դրանց գործունեության արդյունավետությանը, որովհետև աշխարհում տարածված պրակտիկան հուշում է, որ այս հարցերը մեկը մյուսի հետ կապակցված չեն, փոխարենը կա դասական պառլամենտարիզմից բխող խորհրդարանական վերահսկողություն, որը հստակ գործող մեխանիզմ է. «Մենք այս խնդիրների մասին կարծիքները կարող ենք առավել առարկայական ներկայացնել, երբ կառավարության կառուցվածքի մասին օրենքի նախագիծը կներկայացվի Ազգային ժողով և տեսնենք, թե ինչ մոտեցումներ ու հիմնավորումներ ունի կառավարությունը այդ հարցի շուրջ»,- եզրափակեց մեր զրուցակիցը:
