Ոչ թե լճացում, այլ կայունություն
ANALYSISՔաղաքականությունից գլուխ հանող որևէ մեկը դժվար թե սպասում է, որ հեղափոխության փաստը բավարար է երկրում հիմնովին իրավիճակ փոխելու համար: Փոփոխությունների ճանապարհը շատ ավելի դժվար ու երկար է, քան կարելի է պատկերացնել: Անշուշտ, ինչպես և բոլոր հեղափոխական պրոցեսների դեպքում, այնպես էլ հիմա կա ակնկալիքների և իրականության որոշակի բախում: Բայց ինչքան էլ այդ բախումը լինի, իրատեսական գնահատականը հուշում է, որ ամենաարդյունավետ կառավարման դեպքում էլ կարճ ժամանակում հասնել էական փոփոխությունների հնարավոր չէ:
Իշխանությունների համար, սակայն, այս մոտեցումը ոչ թե իրավիճակի գնահատման չափանիշ է, այլ հասարակական պահանջարկից խուսափելու: Այն, որ էական փոփոխություններ հնարավոր չեն կարճ ժամանակում, չի նշանակում, թե կա երկար ժամանակ ու այն կարելի է մսխել: Հատկապես, երբ իշխանության գծից այն կողմ թե՛ խորհրդարանում, թե՛ դրանից դուրս պատրաստ կանգնած սպասում են տարբեր խմբավորումներ, որոնցից ոմանք, ունենալով հասարակական գիտակցությունը մանիպուլացնելու բազմամյա փորձ, խաղարկում են այդքան խոցելի ժամանակի խնդիրը: Խաղարկում են՝ հանրային գիտակցություն ներարկելով այն թեզը, որ այս խորհրդարանը ժամանակավոր է: Եվ այս մտայնությունը, ցավոք, միս ու արյուն է ստանում, երբ նորընտիր ԱԺ–ում իշխանությունը ոչ միայն դանդաղում է՝ վատնելով թանկարժեք ժամանակը, այլև վրիպումը վրիպումի հետևից ձևավորում է բավական խոցելի հանրային վարկանիշ:
Պատկերացնել կարելի է միայն, թե ինչպիսի ցնցումներ են սպասվում Հայաստանին, եթե իրականանան ամենավատատեսական կանխատեսումները, եթե խորհրդարանն ու իշխանությունն ընդհանրապես սպառեն իրեն ժամանակից շուտ, եթե իշխանությունները շարունակեն դանդաղել, եթե կյանքի կոչվեն իշխանությունը վերցնելու պատրաստ տարբեր խմբերի մտադրությունները: Եվ պարզ է դառնում, որ մեկնարկային այս պայմաններով շարունակելու դեպքում Հայաստանը դատապարտված է հերթական անկայունությանը, և քաղաքական համակարգի չկայացվածության պարագայում, այդ անկայունությունը ոչ թե դառնալու է միայն իշխանության կազմի փոփոխություն, այլև պետությունը հերթական անգամ ցնցող ական: Հայաստանին պետք է երկարատև կայունություն, ոչ թե լճացում, այլ կայունություն: Մյուս բոլոր տարբերակներում պարտվում ենք բոլորս:
