Ժամանակ չկա. ինչո՞ւ է իշխանությունը ցայտնոտի մեջ
ANALYSISՀակահեղափոխական վերագրվող ուժերին քաղաքական պայքարում հաղթելուց հետո թե՛ իշխանության ներսում, թե՛ դրանից դուրս կար մի թյուր մտայնություն առ այն, որ ահա գտնվել է այն վերջնական հանգրվանը, որից հետո ամեն ինչ լավ է լինելու: Բազմիցս փորձել ենք ակնարկել, որ պայմանական հակահեղափոխությանը կամ հին համակարգին հաղթելուց հետո սկսվում է ամենաբարդ փուլը: Փուլ, երբ այլևս չկա հակադրման առանցք, չկա բարեփոխումները հետաձգելու որևէ հիմնավորում՝ ԱԺ արտահերթ ընտրությունների անհրաժեշտության մասին հայտարարություններով, կան ահռելի սպասելիքներ: Ու այն հանգամանքը, որ ավագանիում, խորհրդարանում, համայնքներում ներկայիս իշխանությունները ունեն ավելի քան մեծամասնություն, որևէ կերպ չի հեշտացնում նրանց գործը, եթե չասենք՝ ավելի է բարդացնում այն: Ամբողջ պատասխանատվությունը ընկնում է իշխանության վրա, դրան գումարած չկա որևէ իրատեսական թվացող քավության նոխազ:
Հակահեղափոխությունն այլևս պետք է փնտրել իշխանության ներսում, սակայն ոչ թե դավադրությունների, այլ արդյունավետության պակասի տեսքով: Գլխավոր հակահեղափոխականներն այժմ իշխանությունների կողմից ուշացվող ռեֆորմներն են ու այդ ռեֆորմներին չսպասող ժամանակը: Ընդ որում, ժամանակը սեղմում է նոր իշխանություններին թե՛ դե յուրե, թե՛ դե ֆակտո: Դե յուրե նոր իշխանությունն ունի կառավարության կառուցվածքային փոփոխությունների օրակարգ, որն անհասկանալիորեն մնում է շղարշված անթափանցիկությամբ: Սակայն սա չարյաց փոքրագույնն է: Առավել ծանրակշիռ է այն ժամանակը, որը տվել է իշխանություններին հասարակությունը:
Կարող է թվալ, թե կա այդ ժամանակի սպառման կոնկրետ կետ, որից հետո իշխանություններն այլևս չեն լինի: Բնավ ոչ: Իշխանությունները կարող են շարունակել գործել ավելի երկար, քան նրանց տրված ժամանակն է: Խնդիրն այն է, որ այդ տրված ժամանակի սահմանները չգիտակցելու դեպքում իշխանությունը գործելու է բոլորովին այլ, ոչ հեղափոխական չափանիշներով:
Անազնիվ կլինի ասել, թե իշխանությունները չեն գիտակցում ժամանակի սղությունը: Գիտակցում են, այլապես չէինք ունենա այն ցայտնոտը, որի ականատեսն ենք, և որը արտացոլվում է կառավարության կառուցվածքային փոփոխությունների տեսքով, երբ անհայտ է, թե երբ ու ինչպես է այդ օրակարգը հաստատվելու, հաստատվելու է, թե ոչ, հաստատվելու է կառավարության կազմը 5 օրում նշանակելու պարտադիր պահանջն իրականացնելուց առաջ, թե հետո: Բայց մեծ հաշվով այս օրակարգն ընդամենն այդ ցայտնոտի երևացող մասն է: Ցայտնոտը ակներև է նաև այն կադրային որոնումներում, որոնցով հիմա զբաղված են իշխանությունները, արտաքին հարաբերություններում այն սառեցված նախագծերով, որոնց որևէ կերպ նոր շունչ հաղորդելու ազդակներ տեսանելի չեն:
Ինչո՞ւ է այսպես ստացվել, արդյոք կա՞ն օբյեկտիվ պատճառներ: Բնականաբար կան: Հեղափոխական ռիթմը, սպասելիքները միշտ էլ ինչ–որ պահից բախվում են իրականության հետ: Բայց քիչ չեն նաև սուբյեկտիվ պատճառները, որոնցից գլխավորը հեղափոխության համաժողովրդական ռեսուրսը մսխելն էր, այդ ռեսուրսը կոնսերվացնելն ու դրանից միայն նեղկուսակցական, ստերիլ ֆորմատ ստանալը: Այդ ստերիլ ֆորմատը, նեղ հայացքն են, որ այսօր թույլ չեն տալիս կոմպետենտ կերպով արձագանքել լրջագույն մարտահրավերների:
