Գազի գնի թանկացումների և էժանացումների պատմությունը մեր երկրում հետաքրքիր խրոնիկա ունի։ Անդրադառնանք վերջին 5 տարիների պատմությանը և հիշենք, թե երբ և ինչպես փոխվեց Ռուսաստանից Հայաստան մատակարարվող գազի գինը։

 

2015 թվականի սեպտեմբերին ՌԴ էներգետիկայի ու ՀՀ էներգետիկայի և բնական պաշարների նախարարությունները համաձայնագիր ստորագրեցին Հայաստան մատակարարվող ռուսական գազի գնի փոփոխության մասին։ Համաձայն փաստաթղթի՝ Հայաստան մտնող 1000 խմ գազի գինը 189 դոլարից դարձավ 165 դոլար: Մինչ այդ 2013 թվականին ստորագրված հայ-ռուսական գազային պայմանագրի համաձայն՝ Հայաստան մտնող 1000 խմ գազի գինը 270 դոլար էր, որն ամենաթանկերից մեկն էր ողջ աշխարհում և ամենաբարձր գինը հետխորհրդային երկրների տարածքում։

 

Այնուհետև արդեն 2016 թվականի ապրիլի 7-ին Ռուսաստանի Դաշնության վարչապետ Դմիտրի Մեդվեդևը Եվրասիական տնտեսական միության անդամ երկրների վարչապետերի նիստին մասնակցելու առիթով Հայաստան կատարած այցի ժամանակ հայտարարեց, որ Հայաստանին մատակարվող 1000 խմ գազի գինը կնվազի՝ 165 դոլարից իջնելով 150 դոլար։ Այսպիսով՝ այդ փուլում Հայաստանին մատակարարվող գազի գինը մեկ տարվա ընթացքում երկու անգամ նվազեց շուրջ 39 դոլարով՝ առաջին անգամ 24 դոլարով, երկրորդ անգամ 15 դոլարով։ Նկատենք, որ այն ժամանակ Հայաստանի վարչապետը Հովիկ Աբրահամյանն էր, որը բավականին ջերմ հարաբերություններ էր հաստատել ՌԴ վարչապետ Մեդվեդևի հետ և բանակցությունների արդյունքում կարողացավ ստանալ գազի մատչելի գին Հայաստանի համար։

 

Ճիշտ է, բնակիչներին մատակարարվող գազի սպառողական սակագինը չնվազեց, որովհետև Գազպրոմ Արմենիա ընկերությունը կարողացավ հիմնավորել, թե ընկերությունը ստացած շահույթով մի կերպ է կարողանում տեխնիկական ծախսերն ու աշխատավարձերը վճարել։ Եթե Աբրահամյանին հաջողվեր նաև ներքին շուկայում հասնել սպառողական գնի նվազման, ապա դա նրա համար թերևս կապահովեր նաև քաղաքական կապիտալ։ Ստացվեց այնպես, որ գազի գնի նվազեցումից մի քանի ամիս անց Աբրահամյանը պաշտոնանկ արվեց՝ վարչապետի աթոռը հանձնելով Կարեն Կարապետյանին։ 2016-ի վերջին սոցիալապես անապահով խավերի համար գազի գնի նվազեցման կառավարության նախաձեռնությունը ամբողջությամբ վերագրվեց Կարեն Կարապետյանին, և դա՝ որպես քաղաքական ՊՌ, լայնորեն օգտագործվեց 2017-ի խորհրդարանական ընտրությունների ժամանակ՝ հօգոտ ՀՀԿ ցուցակը գլխավորող Կարեն Կարապետյանի։

 

Ինչևէ, արդեն հեղափոխությունից հետո՝ 2018-ի վերջին, հեղափոխական վարչապետ Նիկոլ Փաշինյանը փաստորեն չկարողացավ պահպանել Հովիկ Աբրահամյանի ձեռքբերումը։ Կրեմլի հետ Փաշինյանի երկարատև գազային բանակցություններն ավարտվեցին  գազի գնի 15 դոլար կամ, որ նույնն է, 10 տոկոս թանկացմամբ։
