Պետության և իշխանության չգիտակցված սահմանը. արտառոց իրավիճակ Ազգային ժողովում
ANALYSISԵրեկ նորընտիր խորհրդարանի պատգամավորներին մեծ հանդիսությամբ շնորհվեցին մանդատները, ինչից հետո երեկոյան ուշագրավ դեպք գրանցվեց Ազգային ժողովում: «Իմ քայլը» խորհրդարանական խմբակցությունը Նիկոլ Փաշինյանի գլխավորությամբ խմբակցության նիստ անցկացրեց Ազգային ժողովի նիստերի մեծ դահլիճում: Առաջին հայացքից սա կարող է մանրուք թվալ, հատկապես, եթե շարժվենք նոր իշխանությունների կողմից սիրված քարոզչական մեթոդաբանությամբ, այն է՝ հնչեցնենք «բա լա՞վ էր, որ Սերժի վախտ» մոտեցումը, ինչից հետո ցանկացած քայլ նոր իշխանությունների կողմից կարելի կլինի անտեսել:
Իհարկե, լավ չէր, որ «Սերժի վախտ» իշխանությունը կորցրել էր իր ու պետության միջև սահմանագիծը, անընդհատ վերարտադրվելով՝սկսել էր նույնացնել իրեն պետության հետ, ավելին՝դարձել էր պետություն պետության մեջ: Բայց նույնքան էլ լավ չէ, որ հետհեղափոխական խորհրդարանում մեծամասնություն կազմող հեղափոխական ուժը դեռ ԱԺ աշխատանքները չմեկնարկած՝որոշում է խմբակցության նիստ անել ԱԺ մեծ դահլիճում: Սա նշանակում է ոչ այլ ինչ, քան նույնացնել իշխանությունն ու պետությունը: Ընդ որում, որևէ դերակատարություն այստեղ չի կարող ունենալ այն հանգամանքը, որ «Իմ քայլի» խմբակցությունը բազմամարդ է, ու որ, ասենք, խմբակցության աշխատասենյակում այդքան մարդ չէր տեղավորվի: Չէր տեղավորվի, ուրեմն բարի լինեին նիստն անցկացնել որևէ հյուրանոցում կամ կուսակցության որևէ գրասենյակում:
Հեղափոխությունն անշուշտ ստեղծել է այնպիսի միջավայր ու պայմաններ, որ նոր խորհրդարանի մեծամասնություն կազմող ուժն այլև ունի սահմանադրական այնպիսի մեծամասնություն, որ կարող է որևէ օրինագծի կամ նախաձեռնության հարցում հաշվի չառնել քաղաքական մյուս ուժերի կարծիքը: Բայց ժողովրդավարությունը ոչ թե մեծամասնության հեգեմոնիայի, այլ մեծամասնության և փոքրամասնությունների միջև հարաբերությունների կառուցման մասին է: ԱԺ մեծ դահլիճը պատկանում է հավասարապես թե մեծամասնությանը, թե փոքրամասնությանը: Ավելին ՝ մեծ հաշվով այն պատկանում է Հայաստանին, իսկ քաղաքական ուժերը այնտեղ պարզապես ժամանակավոր աշխատելու հնարավորություն են ստանում:
Չէինք ցանկանա տեղի ունեցածը վերագրել արտահերթ ընտրությունների արդյունքների հետևանք ոգևորվածությանը ու դրանից բխող «հաբռգածությանը»: Ավելի ցանկալի կլիներ եղածը մեկնաբանել որպես տեխնիկական անփութություն: Սակայն նման անփութությունների շարքն այնքան հագեցած է, որ չենք կարող չբարձրաձայնելայդ մասին: Հատկապես, երբ փորձում ենք պատկերացնել, թե ինչպես ներկայիս իշխանությունն իր ընդդիմադիր գործունեության տարիներին կարձագանքեր նմանօրինակ փաստի, եթե դրանում ներգրավված լիներ ՀՀԿ-ն:
