«Ադրբեջանում իրավիճակը սարսափելի է», «Հայաստանում՝ լուրջ առաջընթաց է». Amnesty International
INTERNATIONAL NEWSԱդրբեջանի կառավարությունն իր գործողություններով ցանկանում է միանշանակ ցույց տալ բոլորին, որ չի հանդուրժելու որեւէ քննադատություն իր հասցեին, Վաշինգտոնում կայացած քննարկման ընթացքում հայտարարել է Amnesty International իրավապաշտպան միջազգային կազմակերպության Եվրոպայի եւ Կենտրոնական Ասիայի տնօրեն Դանիել Բալսոնը, հաղորդում է «Ամերիկայի ձայնը»:
«Կասկած չկա՝ Ադրբեջանում մարդու իրավունքների հետ կապված իրավիճակը սարսափելի է. հիմնարար ազատություններն ու մարդու իրավունքներն անընդհատ խախտվում են Ադրբեջանի կառավարության կողմից ինչպես երկրի ներսում այդպես էլ՝ սահմաններից դուրս»,-նշել է նա:
Վաշինգտոնի ազգային մամուլի ակումբում կայացած քննարկումը նվիրված էր Ադրբեջանում ձերբակալված լրագրող եւ բլոգեր Մեհման Հուսեյնովին, ով այս շաբաթ հացադուլ է հայտարարել: Հուսեյնովին ձերբակալել էին երկու տարի առաջ, 2017-ի հունվարին, այն բանից հետո, երբ երիտասարդ լրագրողը համացանցում տեղադրել էր Ադրբեջանի մի շարք բարձրաստիճան պետպաշտոնյաների շքեղ տների լուսանկարներ: Լրագրողի եղբայր, իրավապաշտպան Էմին Հուսեյնովը միջոցառման ընթացքում կոչ արեց միջազգային կառույցներին ավելի ակտիվ աջակցել Ադրբեջանի քաղաքացիական հասարակության զարգացմանը: Իր խոսքով, երկրի իշխանությունները չեն հարգում ոչ միայն միջազգային այլեւ սեփական օրենքները եւ դատաիրավական համակարգը ծառայեցնում են սեփական շահերին.
«Նրանք օգտագործում են այդ կառույցը ոչ թե արդարադատություն իրականացնելու այլ սեփական թշնամիներին պատժելու նպատակով»:
Էմին Հուսեյնովի խոսքով, թվացյալ հզորության պայմաններում Ադրբեջանի իշխանություններն այնուամենայնիվ զգայուն են միջազգային պատժամիջոցների նկատմամբ: Նույն կարծիքն արտահայտեց նաեւ Amnesty International-ի ներկայացուցիչը, ում խոսքով Արեւմուտքը կարող է նաեւ աջակցել ադրբեջանցի քաղաքացիական առաջնորդներին, ովքեր այսօր երկրի ներսում մեկուսացվում են իշխանությունների հասցեին ցանկացած քննադատություն արտահայտելուց հետո.
«Միացյալ Նահանգներն Ադրբեջանի վրա զգալի ազդեցություն ունի, հատկապես հաշվի առնելով սերտ հարաբերությունները մեր կառավարության եւ այդ երկրի կառավարության միջեւ»:
«Ամերիկայի Ձայնի» հետ զրույցում, Դանիել Բալսոնը խոսեց նաեւ Հայաստանում մարդու իրավունքների իրավիճակի մասին, ընդգծելով, որ երկրում տեղի ունեցած «Թավշյա հեղափոխության» արդյունքում իշխանության խաղաղ փոխանցումը տպավորիչ էր:
«Մենք այս դիտարկում ենք որպես երկրի քաղաքացիական հասարակության լուրջ առաջընթաց», նշում է Բալսոնը: Միեւնույն ժամանակ, նրա խոսքով, մնում են դեռեւս մի շարք խնդիրներ, որոնք մտահոգում են իրավապաշտպաններին: Դրանց թվում է քաղաքացիների նկատմամբ նախաքննական ձերբակալությունների կիրառումը, երբ մարդկանց մինչ դատն ազատազրկելու ավանդույթը մնում է: Մեկ այլ խնդիր, որը միավորում է Հարավային Կովկասի բոլոր երկրներին՝ սեռական փոքրամասնությունների իրավունքների անբավարար ապահովումն է.
«Սեռական փոքրամասնությունների իրավունքները մեծ խնդիր են ամբողջ տարածաշրջանի համար: Նրանց հաճախ զրպարտում եւ մեկուսացնում են՝ զրկելով սեփական իրավունքներն իրականացնելու հնարավորությունից»:
