ECONOMICS«Կարծում եմ՝ 2019-ը բավական լավ տարի է լինելու, տնտեսության մեջ աշխուժություն կլինի։ Ներդրումային մի շարք ծրագրեր կան, և բազմաթիվ ներդրումներ անել ցանկացողներ»,- «Առաջին լրատվական»-ի հետ զրույցում ամփոփելով անցնող տարին, ասաց Հայաստանի գործատուների հանրապետական միության նախագահ Գագիկ Մակարյանը։
«Պաշտոնյաները միշտ դռների հետևում կարող են իրենց զբաղված ցույց տալ, և մենք չենք կարող բանալու անցքից նայել ու տեսնել, թե իրականում նրանք ինչով են զբաղված, աշխատում են, թե համակարգչով են խաղում, կամ ինչ-որ մեկի հետ զրույց են վարում։ Պաշտոնյաները նոր կառավարությունում պետք է լինեն թափանցիկ ու հասանելի, քանի որ մինչ այդ գլոբալ խնդիր կար այդ մասով։ Ոչ մի պաշտոնյա չէր ցանկանում գիտակցել, հասկանալ, որ հարկատուն պաշտոնյայի գլխի վրա պետք է տեղ ունենա, և պաշտոնյաները իրենց աշխատանքով, իրենց ժամանակով պետք է նվիրված լինեն ու ժամանակ հատկացնեն հարկատուին ու բիզնեսին։ Նրանք պետք է հասկանան, որ իրենց աշխատասենյակը, իրենց ծառայողական մեքենան, իրենց ծախսերը, իրենց կոմֆորտը ամեն ինչ ապահովվում է հարկատուների հաշվին։ Իսկ եթե իրենք հարաբերություն չկառուցեն հարկատուների հետ, իրենց հարմարավետությունը հավերժ չի լինի։ Այնպես որ, պաշտոնյաները պետք է իրենց աղբյուրի համար հոգ տանեն, չպղտորեն այդ աղբյուրը։ Սա պետք է խորապես գիտակցեն բոլոր պաշտոնյաները»,- ասաց Մակարյանը։
2018-ի տարեվերջին հայտնի դարձավ կառավարության օպտիմալացման մասին, որի շուրջ բուռն քննարկումները շարունակվում են։ Ըստ էության, նոր տարում, նոր ձևավորվելիք կառավարությունը արդեն կներկայանա օպտիմալացված ձևով։
Գագիկ Մակարյանը դրական համարելով օպտիմալացումը, միևնույն ժամանակ, որոշակի ռիսկեր է տեսնում սուպերնախարարություններ ստեղծելու մեջ։ «Հիմա ստեղծվում են սուպերնախարարություններ, որոնց ղեկավարելը դառնում է բավականին բարդ, բազմապրոֆիլ ու բազմաբնույթ։
Այնտեղի աշխատողները, պրոֆեսիոնալիզմը պետք է բարձր մակարդակի վրա լինի, որպեսզի ծանրաբեռնվածության տակ թղթերը չշպրտեն մի կողմ, թերի կամ ոչ լիարժեք պատասխաններ տան։ Պետք է ուշադիր լինել, որ նախարարությունները ֆունկցիոնալ կարողանան ներսից լավ գործել։
Ներկա ձևավորվելիք կառավարությունը պետք է ուշադրություն դարձնի այնպիսի ներքին նորմատիվ փաստաթղթերի ընդունմանը, որոնց միջոցով ներքին աուդիտը, աշխատանքի որակը չտուժի, այլ ավելանա, քանի որ նախկինում միշտ միջինից ցածր կամ միջինին մոտ է եղել»,- ասաց Մակարյանը։
